JOB CONTEXT

In the frame of a potential new collaboration with UNICEF and in articulation with other on going work and projects, Handicap International seeks for a Project Manager to ensure the success of a short term project at global level aiming at improving inclusion of children with disabilities in humanitarian action.

JOB DESCRIPTION

The purpose of the short term contract is to carry out a review of existing resources, including policy documents, guidance notes, reports, best practices, evaluations and other documents that address the inclusion of children with disabilities in emergencies and humanitarian situations (to complete another desk review implemented in another on going project on the protection of children with disabilities in humanitarian action). Based on the review, the Project Manager will compile a package of key resource materials as well as a series of How-To notes on making programmes and interventions accessible and inclusive of children with disabilities in humanitarian situations, covering most main humanitarian sectors: health (including mental health, HIV/AIDS), food security (including nutrition), general protection and child protection, education, WaSH, social protection and youth engagement, etc..

The expected results of the project manager's are as follows:

  • A desk review of existing literature that deals with and that is relevant to the inclusion of children with disabilities in humanitarian settings and dealing with most important humanitarian sectors as per mentioned earlier.
  • A list and package of existing key resource materials for each sector of intervention of humanitarian work with the aim to facilitate the inclusion of children with disabilities in emergencies and humanitarian settings.
  • Develop short 2-3 page practical guidance including a checklist on each thematic area, covering practical aspects which would enable stakeholders at different level to enhance accessibility and facilitate inclusion of children with disabilities in each humanitarian sector. Develop a one pager on key messages around how to mainstream children with disabilities in humanitarian action, including the inter-agency cluster approach.
  • Develop a webinar for UNICEF staff and partners on disability inclusive programming in humanitarian action
  • Ensure deployement and dissemination of designed tools on at least 2 humanitarian fields of intervention.

CANDIDATE PROFIL

  • Master realted to Humanitarian Action ; Disability inclusion, Human Rights or Anthropology/sociology (if relevant complementary experiences) and/or other diploma which could be relevant to Disability Inclusion (Occupational Therapy, MHPSS related, etc…)
  • Experience as a humanitarian and/or development project manager ideally in link with Disability Inclusion
  • Understanding of different explanatory models on disability (to be able to explain them and make comparisons, use appropriate models depending on needs, etc…)
  • Expert knowledge (as practical as possible) on different types of disabilities and know wht can be particular difficulties in different settings faced by persons with different types of functional disability.
  • Capacities to analyse practices and documents,
  • Good writing skills and to synthesise and to make information accessible
  • Capacities to work both autonomously and to work within a team
  • Reactivity, adaptability, Capacities to produce tools quickly
