The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

Tasks and responsibilities:

Under the direct supervision of the Second Deputy Director and in co-operation with the Information Technology Services of the Secretariat in Vienna, the incumbent will be responsible for:
• Managing the IT Infrastructure operations (systems, LAN/WAN, Helpdesk), business application systems, telecommunications, systems security, systems administration, user support for about 150 staff members, and limited systems support and development;
• Managing a staff of five persons, including the continuous update and skills training for staff, particularly in relation to new ICT and Applications developments;
• Preparing budgets, projections for ICT spending and ICT and Business Applications strategy and policies;
• Making presentations to higher level management on ICT strategy, budget and related activities;
• Managing hardware and software standards, planning capacity, evaluating and selecting the most appropriate and cost-effective hardware and networking infrastructure;
• Managing negotiations and multi-vendor agreements for ICT supply, maintenance and service outsourcing; coordinating ICT procurement;
• Performing other related duties as required.

Education and Experience:

• University degree in Computer Science or equivalent course of study. Certification status for Microsoft, HP, ITIL Intermediate certification and/or other major hardware and software manufacturers;
• A minimum of six years of progressively responsible professional experience in the ICT area; versatile technical experience; experience of working for an international corporation or organization;
• Proven managerial experience;
• Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely is essential;
• Working knowledge of other OSCE languages, especially Russian, is an asset;
• Demonstrated ability and willingness to work as a member of a team, with people of different backgrounds, while maintaining impartiality and objectivity;
• Gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration:

Monthly remuneration, subject to social security deductions, is approximately EUR 5,000 (single rate) and approximately EUR 5,350 (dependency rate). OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
