WJR is recruiting an Emergency Programme Coordinator (EPC) to provide short term overall coordination of the WJR’s crisis and recovery programmes in Ukraine. The candidate will work closely with WJR’s Ukraine Programmes Manager, based in London, to ensure programme’s timeliness and quality.

Our Work

WJR’s work today is primarily focused in Ukraine, Moldova, Georgia and Belarus, concentrating its efforts in creating innovative and sustainable solutions to support the elderly, those living with disability and those that need a helping hand to get back into employment and help themselves. Our unique livelihood development, social isolation and house repair initiatives seek to address the key needs of those chronically vulnerable individuals within rural and urban post-soviet contexts. Our long term work extends beyond the Jewish community, supporting livelihood initiatives in the former Soviet Union, India and Rwanda. In 2013/2014 we assisted 61,276 individuals.

At times of major international disaster and crisis WJR also leads British Jewry’s response to those affected, irrespective of their race, religion or ethnicity. In recent years this has seen the NGO support operations in Haiti, Kenya, Burkina Faso, Pakistan, supporting Syrians refugees in Jordan and the Philippines. The Context

Following the escalating political and military crisis in Ukraine WJR now wishes to ensure that its Crisis and Recovery response plan make a demonstrable and lasting impact by supporting the evacuation of vulnerable individuals from conflict zones, providing humanitarian and livelihood support for internally displaced individuals and winterization of private and public institution in cities that are currently peaceful. WJR also works to ensure that existing vulnerable clients are prepared for the upcoming winter. By focusing on these areas of work we aim to work in cities and locations that we have other programmes in and prioritise Kharkov, Kiev, Zaporozhe, Krivoy Rog and Dnepropetrovsk as well as those areas in conflict zones. Given the complexity of the context, the ambition of WJR and the need to ensure the impact on the lives of conflict victims while continuing and extending our on-going development work, WJR has sought to create this fixed term position.

Overall purpose

  • To coordinate and monitor the implementation of WJR’s crisis and recovery programme in the context of the conflict in the eastern Ukraine
  • To strengthen the in-country links with the humanitarian community to ensure WJR’s recovery response is coordinated and recognised.
  • To support in identification and application for additional funding for a well planned, partner driven high impact crisis and recovery programme.

Specific Responsibilities

  1. To rapidly familiarise yourself with WJR’s international programmes strategy and the approach WJR is seeking to take in the Ukrainian context.
  2. To work closely with implementing partners and coordinate the quality implementation, monitoring and evaluation of all components of the crisis and recovery intervention within the agreed budgets, time frames and WJR guidelines & requirements.
  3. To liaise with other NGOs, INGOs, local and regional government authorities, UN agencies and other relevant stakeholders for effective coordination, cooperation and communication.
  4. To identify the local needs/ issues and recommend appropriate adjustments to planned interventions.
  5. To make regular field visits across Ukraine to ensure programme and partnership progress is in line with objectives.
  6. To ensure the monitoring and evaluation plans become an integral part of programming and are adequately implemented to measure the impact of programme interventions.
  7. To capture all learning from the recovery intervention sharing such learning within WJR.
  8. To liaise with and brief Ukraine Programmes Manager, based in London, on programmes and situational context on a regular basis.
  9. To lead on identification and application for additional funding for a well planned, partner driven high impact crisis and recovery programme.
  10. To liaise with WJR Fundraising and Marketing teams to help coordinate support fundraising and marketing initiatives, ensuring timely reporting and communication of programme activities where appropriate.

PERSON SPECIFICATION

The ideal candidate will have relevant experience of working on humanitarian programmes with likely relevant humanitarian donors, including experience of applying current learning on good practice in the field. Holding strong capacity building, analytical, financial / budget monitoring, advocacy and team working skills, the candidate will be confident to lead on partner based discussions and engagement with other components of the humanitarian community.

  • A qualification in an international development subject or equivalent.
  • Fluency in English and Russian or Ukrainian is mandatory
  • A deep familiarity and understanding of the civil society in Ukraine
  • Knowledge of and demonstrable experience in emergency relief, rehabilitation and development issues
  • Demonstrable experience of leading or participating in needs assessments and/or field based programme monitoring or evaluation initiatives in the post emergency context
  • An ability to support operational strategies and implement them
  • The ability to write programme reports, plans, proposals and updates to a high quality for both management and fundraising environments.
  • An ability to travel extensively across Ukraine
  • An empathy with the values of WJR.
