The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill the position of Aviation Safety Officer at the P3 level, based at our Headquarters in Rome, Italy.Under the general supervision and guidance of the Chief Aviation Safety Unit, the Aviation Safety Officer will be responsible for perform the duties assigned by the Chief of the Aviation Safety Unit (CASU) and as outlined in the ASU manuals and guidance information.

The emphasis of the position is aviation safety analysis, measurements, and practical recommendations for solutions on identified safety concerns. This is mainly conducted by processing and managing global safety data using the European Co-ordination Centre for Aviation Incident Reporting Systems (ECCAIRS). Included in the duties are also the management of the Aviation Safety Communication System (SCS)

The safety officer also needs to be capable to act as an aviation safety officer for the WFP field operations; which includes tasks such as aviation safety evaluation and monitoring, and support to the WFP Chief Air Transport Officer in areas such as safety program activities and interaction with contracted AOC holders.

Within delegated authority, will be responsible for the following duties:• Review and recommend improvements to the Safety system for WFP aviation;• Process safety information for analysis and measurement, monitoring hazard and occurrence reports and analysing information and statistics received, by: supporting Regional Aviation Safety Officers (RASOs) on operational, safety and aviation security systems trend analysis and safety statistics;• Manage the ASU SCS and making the applicable coordination for the timely generation of ASU reports by the regional offices and by ASU HQ, by: assuring the quality of the SCS reports produced by the RASO offices follows the SCS standards;• Keep the ASU Library organized and up to date, by: Managing the Master List of ASU Documents which will include the Aviation Safety Manual (ASM), the SCS Documents issued by ASU Headquarters and the Guidance Documents. In its record (hard copy and/or digital file), their date of issue, last amendment or revision when applicable and distribution list will be registered.• Conduct periodic assessments of aviation safety activities to ensure requirements, policies, processes, and procedures are implemented and followed;• Prepare reports documenting assessment findings, concerns and recommendations and tracking corrective actions to help prevent similar occurrences;• Conduct assessments of Air Operations Center (AOC) Holders to be registered with WFP to assess their compliance with the applicable standards;• Participate as directed in aviation accident or incident investigations, by: Providing assistance to accident investigation teams during their investigations; performing the required internal occurrence investigations;• Enhance AOC Holders safety culture and promotion of safety awareness;• Assist the CASU in the management and control of the delivery of unit services to all applicable areas of the Programme at HQ, at regional and country offices as well as to participate in the exchange of advisory information with other partners in the aviation industry;• Assist other ASOs and support aviation staff in other offices;• Review incident, accident and safety information received from other AOC Holders, manufacturers and airworthiness authorities, and the dissemination of appropriate information to staff;• Support and assist the Chief Air Transport Officers (CATOs) to implement the AFO Safety Program appropriate to the scope of operations, by also instituting safety goals and publicizing them as applicableQualifications & Experience RequiredEducation:• University degree in aviation, engineering, computer science, quality assurance, statistics or management (preferably air transport management).

• Training and knowledge of aviation is an essential qualification, preferably with airline pilot licence, commercial pilot licence, engineering licence, or air traffic controller’s license.

Experience:• At least eight years of increasing progressively responsible positions in commercial aviation and professional experience with at least three or more years’ experience with the safety or quality assurance programs, job related experience in working in the field of commercial aviation of which at least two years or more was closely related to humanitarian air operations or food aid related work.

• Demonstrated leadership in the safety or quality assurance programs.

Technical Skills & Knowledge:• Holds (or has held) an aviation recognized License/certificate, e.g. pilot license, air traffic control license or flight operations officer license (or equivalent), aeronautical engineer or maintenance engineer license

• A minimum of 8 years’ experience in the aviation industry and had a supervisory or management position in aviation operations or safety or has successfully completed an Air Operations Management Course or Aviation Safety Management course, or equivalent.

• In depth knowledge of the ECCAIRS Occurrence reporting system at the administrator level.

• Qualified Aircraft Accident Investigator.

• Training and /or experience utilizing computers including data bases, word processing, graphical, spread sheet and other software packages, proven interest to develop aviation safety.

Competencies:• WFP’s core competencies for professionals include action management, communication skills and high standards of ethics and values.

Language:• Fluency in oral and written English (Level C) with an intermediate knowledge of another official UN language (Arabic, Chinese, English, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).
