ORG. SETTING AND REPORTING: This post is located within the Office for the Coordination of Humanitarian Affairs (OCHA), Planning and Monitoring Section (PAMS), Programme Support Branch (PSB) in Geneva. The Senior Humanitarian Affairs Officer will report to the Chief of Section.

RESPONSIBILITIES :

Within the delegated authority, the Humanitarian Affairs Officer will be responsible for the following:

Support a selection of countries with major humanitarian situations in conceiving and producing top-quality strategic and operational plans and related monitoring products, and in enacting the underlying analyses and processes; hold consultations to develop consensus on necessary policies and guidelines ; draft policies and guidelines for review, revision and endorsement by relevant OCHA branches and the IASC; liaise as needed with representatives from donor countries to secure endorsement for policies and guidelines; monitor implementation and prepare progress reports.

Ensure dissemination and foster implementation of Inter Agency Standing Committee (IASC) endorsed policies and guidelines by IASC members, including field-based IASC teams by: organising and delivering policy workshops and meetings for IASC and donor representatives to secure buy-in and to disseminate agreed policies and guidelines; represent OCHA as appropriate in various interagency fora.

Ensure application of IASC policy to strategic plans under development by: initiating regular contacts with field based IASC teams, mainly through OCHA field offices, to promote and advise on policy implementation; and providing substantive inputs, as appropriate, to the preparation of IASC and OCHA reports studies, background papers, policy guidelines, evaluations presentations with respect to strategic response plans policies and guidelines.

Manage the work of the interagency Strategic Response Planning liaison group by elaborating action-oriented meeting agendas and preparing all necessary background materials; chair the liaison group in the absence of the Chief of Section. Provide substantive support to the Section Chief in managing the work of the section by: overseeing scheduling and work planning within OCHA and among the IASC members for the preparation of strategy documents; ensuring that the section is equipped with necessary staff for peak work periods; providing inputs as needed for resource mobilisation events.

COMPETENCIES

PROFESSIONALISM: Knowledge of a wide range of humanitarian assistance, emergency relief, and related human rights issues. Very good knowledge of institutional mandates, policies and guidelines pertaining to humanitarian affairs. Conceptual and strategic analytical capacity, in particular, the ability to analyze and articulate the humanitarian dimension of issues that require a coordinated UN and non-UN response. Knowledge of UN policies, rules and procedures, particularly in relation to humanitarian response and coordination. Shows pride in work and in achievements; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; Asks questions to clarify and exhibits interest in having two-way communication. Tailors language, tone, style and format to match the audience. Demonstrates openness in sharing information and keeping people informed.

TEAMWORK: Works collaboratively with colleagues to achieve organizational goals. Solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others. Places team agenda before personal agenda; Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position. Shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments. Delivers outputs for which one has responsibility within prescribed time, cost and quality standards. Operates in compliance with organizational regulations and rules. Supports subordinates, provides oversight and takes responsibility for delegated assignments. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

QUALIFICATIONS

Experience:A minimum of seven (7) years of progressively responsible professional experience in humanitarian affairs, crisis and emergency relief management, policy development, programme planning and implementation, is required, both at the headquarters and field levels. At least three (3) years of field experience and direct involvement in coordinating humanitarian programmes is also required. Experience in training and capacity-building in an inter-agency context is a strong advantage. Knowledge of UN policies, rules and procedures, particularly in relation to humanitarian response and coordination is desirable.

Education:Advanced university degree (Master’s degree or equivalent) in political or social science, international studies, public administration, or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Languages:English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
