Project Summary:
The Kyrgyz Republic is actively transitioning towards a more open, market economy. USAID/KR is supporting this transition through its Kyrgyz Republic Economic Growth (KREG) project. The KREG project is implemented by multiple partners that each focus on distinct sectors of the economy. The project combines interventions in agricultural and non-agricultural economic sectors such that improvements in human capital, reforms to the business enabling environment, and adjustments in key value-chains can accelerate the growth of a diversified and equitable economy.
Position Summary:
MSI is seeking a mid-level M&E Technical Specialist who will manage the development and implementation of a monitoring, evaluation, and learning (MEL) program for KREG. In addition to having quantitative research skills, s/he shall have management experience overseeing diverse teams to supervise and/or carry out the successful implementation of all deliverables, including M&E capacity building services, annual zone of influence surveys, annual value-chain reports, cost benefit analysis, and other periodic analyses, reports, and maps. This is a full-time position based in Bishkek, Kyrgyzstan for and initial period of 8 months with possibility of an additional 1 year extension.
Responsibilities:
- Supervise all aspects of project work in-country; serve as project’s primary in-country representative to USAID and other project stakeholders.
- Collect data from target value-chains throughout the life of the contract and use it to formulate a cost-benefit analysis for the project.
- Analyze data collected by MSI, implementing partners and/or third-parties to produce period reports for use by key stakeholders.
- Provide technical assistance and material support to the KREG project implementers to establish high-quality internal M&E systems.
- Provide capacity building services to KREG Project implementing partners’ and their local partners’ to strengthen their ability to design and implement high-quality M&E systems.
- Supervise implementation of annual Zone of Influence Survey.
Qualifications:
- Master’s degree with a focus on research in a relevant field, such as international development, economics, agricultural economics or other social sciences.
- A minimum of seven years of leadership experience in monitoring and evaluation.
- Quantitative research skills sufficient to conduct cost-benefit analysis and measure value chain outcomes.
- Experience with economic growth programs, preferably agriculture value chains preferred.
- Experience developing and conducting M&E training workshops preferred.
- Experience overseeing program start-up and close-out, and hiring, training, and supervising local personnel is preferred.
