Switzerland: OCHA Inter-Cluster Coordination Secondee (CCCM)

Context and Scope

The CCCM Cluster convenes a range of UN, NGO and other actors to meet the needs of the camp management and coordination sector, by producing key interagency tools, building capacity, and developing shared advocacy and policy. The CCCM Cluster is one of 11 clusters established by the Inter-Agency Standing Committee (IASC) to strengthen system-wide preparedness and technical capacity to respond to humanitarian emergencies. IOM and UNHCR are the global co-leads of the CCCM cluster, focusing on natural disaster contexts and conflict situations respectively. The CCCM Cluster's work to enhance coordination at an operational level ties closely into OCHA's efforts to improve inter-cluster coordination at a strategic level.

The primary role of the CCCM Cluster Secondee to OCHA Inter-Cluster Coordination is to provide an increased awareness and improved understanding of OCHA’s and CCCM’s roles related to inter-cluster and inter-sector coordination at strategic and operational levels. This consultancy will provide guidance on how can camp managers and CCCM coordinators better support Inter-Cluster Coordination, and will also highlight links between coordination at an operational level and Inter-Cluster Coordination. An analysis document will be produced to better link strategic processes in a humanitarian response, mainly resulting from inter-cluster interaction, with the operational response between sectors facilitated by camp managers. The document will highlight how these mechanisms, though operating on different levels, are compatible and interlinked.

Responsibilities and Accountability

Under the overall supervision of the two CCCM Cluster Coordinators, the direct oversight of the Chief, Inter Cluster Coordination Section Programme Support Branch from OCHA, the Secondee will hold the following core responsibilities:

  • Explore how CCCM activities between sectors and clusters at an operational level can better feed and support Inter-Cluster Coordination at a strategic level in a humanitarian response.
  • Produce an analytical document under the working title "Camp management, CCCM and Inter-Cluster Coordination". It will compile lessons learned providing a critical analysis of the complementarities of CCCM and Inter-Cluster Coordination. It will also identify weaknesses in current CCCM-Inter-Cluster Coordination relations, highlighting what works well and areas for improvement.
  • Provide feedback and recommendations to the Global Cluster Coordinators on how CCCM coordinators and camp managers can improve inter-cluster responses, including increasing accountability in camp and camp-like displacement responses, by better linking strategic objectives and activities within Strategic Response Plans which relate to camp-based assistance.
  • Support the development of coordination matrices as a way of visualising standard operating practices between different clusters and sectors to ensure humanitarian activities are efficiently coordinated and in line with Sphere principles and standards.

Education and Experience

  • Completed Master's degree from an accredited academic institution preferably in Social and/or Political Science; or alternatively, an equivalent combination of relevant training and experience;
  • Ten years (or twelve years for those with first level university degree) of practical experience in working in humanitarian emergencies with demonstrated expertise in camp management and humanitarian coordination;
  • Experience in liaising closely with partner agencies and NGOs;
  • Thorough and demonstrated knowledge of the humanitarian reform, transformative agenda and the humanitarian programme cycle.
