Context

As of 27 November 2014, OCHA estimates that nearly 500 000 people are internally displaced, leaving the armed-conflict areas. While the International Committee of the Red Cross is leading the humanitarian activities in armed-conflict areas, the Ukrainian Red Cross Society (URCS) is leading the humanitarian response in all the other regions of the country, with the support of Red Cross/Red Crescent movement components. The support is mainly focusing on First-aid trainings/assistance, support to internally displaced people (IDPs) and support to returnees since the onset of the crisis.

The medical and social centers/rooms of the Ukrainian Red Cross have been providing for decades support to the most vulnerable people, in different domains: nursing care, psychological support and supplies of basic items such as clothes, hygienic items, food and medication. Ukrainian Red Cross counts today 660 centers all over the country, staffed with 3200 nurses. Since the onset of the crisis, the Ukrainian Red Cross is helping the internally displaced people (IDPs) requiring assistance. For example, in Zaporizhzhia city, over the last months about 95% of the people visiting the main Red Cross center were IDPs, fleeing from Donbass region.

The French Red Cross, together with other Partnering National Societies (PNS), is willing to better support URCS on-going actions in these centers. The Humanitarian Aid and Civil Protection Department of the European Commission (ECHO) will also soon release guidelines for grants to IDPs. Different Red Cross PNS present in Ukraine have already expressed interest in submitting an application to ECHO as a consortium.

The objective of the position are (1) to assess needs of people affected by conflict (including IDPs) in the conflict-neighboring regions in terms of food security and basic medical support, (2) develop a project proposal for implementation of food support by FRC together with the Ukrainian Red Cross Society and the other RCRC movement components. The project proposal form will be defined during the consultancy.

The position is currently open. Draft project proposal is to be issued by Jan 5th.

General Objective:

Prepare the project proposal to be submitted by the French Red Cross in cooperation with the Ukrainian Red Cross Society and the other movement components (PNS, IFRC & ICRC).

Specific Objectives :

A- Assess the food and health related needs in conflict border regions based on Red Cross ongoing activities

B- Write the project proposal with the support of URCS

Responsibilities:

A- Assess the food and health related needs of IDPs in conflict border regions based on Red Cross ongoing activities

a. Meet with URCS representatives, authorities and other main stakeholders at national and regional level to identify their needs (operational and organizational)

b. Collect existing data on the response to the crisis in relation to food and health provision

c. Visit the URCS medico-social centers in Zaporizhzhia region (and maybe other neighboring regions) and assess the situation and needs

d. Visit the collective centers and meet with IDPs representatives in targeted regions

e. Meet with the other humanitarian organizations to understand what kind of activities are ongoing and ensure the activities planned by the FRC/URCS are complementary with the other on-going actions

f. Liaise with all movement components to make sure the supported activities are complementary and fit a broader and consistent RC/RC movement response Based on a matrix “who is doing what”, indicate the potential activities FRC could support as well as links/leverages with the other stakeholders

B- Write the project proposal, with the support of URCS:

a. Propose an intervention for the FRC in supporting the URCS in its response to the crisis in coordination with other Movement members

b. Make sure the activities planned are supporting existing URCS actions and can be managed by existing structures and teams

c. Identify what skills and resources can be shared, for project management purpose, within the RCRC movement in Kyiv or at regional level.(For instance: procurement management, HR management, communication, etc)

d. Identify the risks for the URCS to respect donors’ requirement all project long and propose a HR, operational and organizational set-up allowing to mitigate these risks

e. If possible, identify other funding opportunities for the project

f. Produce the deliverables:

i. Draft logical frame, to be used as a base of discussion + details on means and resources (existing and to be added) to achieve the objectives

ii. Write project proposal (including budget)

  • Works in very close collaboration with the URCS Coordinator of FRC-supported project

Skills/experience required

  • Experience in assessment and evaluation
  • Significant knowledge/experience of ECHO requirements (mandatory)
  • Experience in proposal writing (mandatory)
  • Experience within RC/RC Movement (desirable)
  • Knowledge of Ukrainian culture and current context (desirable)

Languages :

  • English mandatory
  • Ukrainian or Russian a strong asset
  • French an asset
