Organizational Setting

The Plant Production and Protection Division promotes the sustainable intensification of crop production. This requires the integration and harmonization of all appropriate crop production policies and practices in order to increase production in a sustainable manner in order to eradicate hunger while preserving the natural resources and environment for future use.

The post is located in the Seeds and Plant Genetic Resources Team (AGPMG), one of six teams in the Division. This Team provides advice , technical support, capacity strengthening and guidance aimed at facilitating access to high quality seeds and planting materials of the most suitable crops and their varieties. The Team’s work contributes to translating the potentials of plant genetic resources for food and agriculture (PGRFA) into improved productivities on farmer’s fields. The Second Global Plan of Action on PGRFA provides the framework for a significant part of the Team’s work.

Technical Focus

Support for the development of the seed security conceptual framework, its application to seed security assessments and linking emergency response to rehabilitation and development.

Key Results

Technical and policy expertise to support the planning, development and implementation of Departmental programmes, projects, products and services in accordance with (Departmental and) FAO Strategic Objectives.

Key Functions

· Plans and leads components of multi-disciplinary teams, leads and/or participates on Organization-wide, cross-Departmental committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;

· Develops technical, analysis, assessment, monitoring and/or reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;

· Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative cross-sector approaches, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;

· Responds to Member Country requests for technical and/or policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;

· Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;

· Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;

· Participates in resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions

· Provides technical advice and guidance on seed security for FAO emergency projects, other seed related projects as well as specifications of seed to be procured;

· Supports the planning, implementation and monitoring of programmes and projects for seed security assessments at country and regional levels in relation to climate change, conservation and use of genetic resources, emergency preparedness and response;

· Plans and supervises the preparation of guidelines and other materials for use by countries in the context of the seed security conceptual framework ;

· Ensures functional linkages between emergency preparedness, response, rehabilitation and development.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in Agricultural Science, Agricultural Economics with specialization in seed science/technology or related field

• seven years of relevant experience in working with public, private or civil society institutions with an emphasis on seed security issues and field-based assessments/analysis

• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills

· Work experience in more than one location or area of work, particularly in field positions is desirable.

· Extent and relevance of knowledge and experience in seed security assessments, emergency preparedness and response;

· Extent and relevance of experience in linking emergency seed response to long-term rehabilitation;
