Qualifications and Education Requirements:
Preferred Bachelors in Business Management | Any related degree in humanitarianism, development, disaster management or NGO management| MBA is an advantage. Relevant experience may be considered
General Work Experience:
3-5 years’ experience in operations management with good knowledge of Financial Management and contract management. Preferably with experience in NGO management, organizational effectiveness and operations management implementing best practices with excellent interpersonal skills and a collaborative management approach. Good leadership and supervisory skills to motivate and inspire operations team
Skills :
- Languages : Excellent in English, other language desired Arabic/Turkish
- Computing : A. Excellent computer skills and proficient in excel, word, outlook, and access B. Microsoft word (essential for reporting) C. Microsoft project management application (desired)
- Project Management
- Quality management / Total quality management TQM will be an advantage
- Exposure to ISO 14000 – 9001 regulations (desired)
- Strong organization, time management skills

Main Duties/Responsibilities:
- Assist the Head of Mission to create, articulate and disseminate a clear vision and strategy for SR
- Provide leadership, management and strategy for all programmatic aspects of SR in Northern Syria, including donor awards and internal funding.
- Provide direct line management of the Sector Managers and Field Managers
- Work with the Finance Department, Head of Mission and Sector Managers to ensure all grants, awards and internally funded programs are implemented according to SR’s guidelines and procedures
- Ensure programing is in compliance with Government and donor regulations as well as legal and cultural requirements.
- Improve the systematization and standardization of grants management In accordance with the country level strategy.
- Design, document and implement sector specific strategies with sector managers
- Identify, design and document donor specific strategies including the identification of potential funding streams and program opportunities with government and donor agencies through sub agreements, grants and awards.
- Identification, documentation and phased implementation of best practice for sector specific and general program management.
- In collaboration with the Quality Director, ensure the identification, documentation and phased implementation of Monitoring and Evaluation systems.
- Work with HR department and sector managers to ensure staff capacity is sufficient to implement the country level strategy.
- Monitor humanitarian crisis in Syria, performing field assessments when necessary, and advise Head of Mission of response options.
- Ensure relationship with clusters and other coordination bodies are strong and the profile of SR in such forums is positive and influential.
- Act as Officer in Charge in the absence of the Head of Mission as required.
- Ensure capacity building of program managers, especially national staff
- Ensuring the full implementation of the project from initiation to delivery to closing
- Improve the operational team, processes and policies in support of Organization’s mission -- specifically, support better management reporting, information flow and management, business process and organizational planning.
- Play a significant role in long-term planning, including initiatives geared toward operational excellence.
- Perform periodic summary / full reports to both head of mission Turkey and UK operations
- Development of projects, programs budgets and tracking Invoicing to funding sources, including calculation of completed units of service or projects in coordination with financial department “Grants”.
- Conducting organization of fiscal documents related to projects and programs of Syria Relief.
- Conducting regular meetings with Donors, PMs, Chief Executive Director around fiscal planning. Ensure standardization of documents and practices as required.
