CARE International in Turkey (CARE), together with its partners, is providing humanitarian assistance to people affected by the Syrian crisis, both in Syria and Turkey. In response to the large-scale influx of refugees in late September/early October 2014, CARE began projects in southern Turkey.
CARE International in Turkey is pleased to announce an opening for the position of Procurement and Logistics Officer
CARE in Turkey is working to provide humanitarian aid related to the crisis in Syria, with much of the field implementation work essentially being carried out by partner organizations.
The purpose of this position is to ensure CARE partners have strong skills in all aspects of supply chain management; specifically logistics for emergency relief projects in complex environments, including procurement processes and donor regulation compliance. Whilst the position is employed by CARE, it is expected that the Advisor will be located in partner operations to maximise partner capacity building effectiveness. Specific the Advisor will improve partner performance in procurement, transport logistics and warehousing and staff management to ensure the effective, accountable implementation of projects. An important part of the responsibility will be building the capacity of partner staff members to more independently manage in the future and ensure that supply chain management meets CARE and donor accountability standards.
As the position is to build the capacity of CARE partners, it is expected that the advisor will spend at least 70% of his/her time working in partner offices
Overall Objectives of the position:
· Ensure effective, transparent and compliant procurement processes at CARE and partner organisations
·Maintain close oversight and monitor for CARE sponsored procurements to ensure donor rules and regulation compliance.
·Ensure procurement operations proceed rapidly and accountably to guarantee the timely implementation of the project in line with project schedules
·Ensure that CARE staff and CARE partners have a shared vision of the importance of accountability and transparency in procurement processes
·Work closely with partner organizations, through coaching, mentoring and training on all supply chain management processes to ensure effective and accountable management.
·Identify opportunities to work collaboratively across agencies on monitoring and accountability and where appropriate, share ideas, experiences, successes and challenges.Work with partner staff to help develop and implement appropriate procurement policies, systems and procedures that meet minimum international procurement standards and comply with CARE’s and donors’ rules and regulations, particularly OFDA and DFID
Support logistics of relief items transport, storage and distribution
·Maintain close oversight of all logistics, including timely storage, transport and distribution of food and non-food items, for the projects at all times and raise any issues of concern with CARE and partners
·Advise partner staff, logistics officers and warehouse staff, on a day to day basis to ensure the effective planning and implementation of logistics operations for CARE projects
·Work with CARE and partners staff to help develop and implement appropriate and accountable logistics management plans, policies, systems and tools
·Assist partners to establish warehouses and appropriate and accountable warehouse management procedures in line with standards
·Provide advice on remote support and monitoring for transport, storage and distribution to staff in the field
·Ensure very close collaboration with partner and CARE’s safety and security focal points to ensure the security of logistics operations
·Ensure logistics operations are conducted in accordance with Sphere and to quality standards wherever possible
·Represent CARE in logistics coordination meeting and ensure coordination with partners, local authorities, UN/INGOs.
Build procurement and logistics capacity of Partner organizations
·Identify procurement and logistics trainings and other capacity building needs of partner staff
·Work closely with other embedded team members to ensure compliance to donor funding and integration of all project activities.
·Provide on the job training and coaching to partner staff, particularly staff involved in procurement and logistics
·Ensure operational risks in procurement and logistics operations are appropriately managed, including financial, safety and security, programmatic and reputational
Required\* 3 – 5 years experience in Humanitarian Aid operations.
- Experience managing procurement processes and logistics operations in complex emergency contexts.
DesiredFive to ten years experience in not-for-profit organization with experience in complex emergency environments
Technical Skills
Required·Knowledge of procurement regulations of major donors, in particular OFDA, EU and DFID
