****MISSION:****
Development of the projects currently implemented in Sierra Leone, ensuring appropriateness of actions in respect of Médicos del Mundo (MdM) policies and of the identifications already made.
****GEOGRAPHICAL SCOPE OF INTERVENTION:****
The successful candidate will be based in Madrid, travelling frequently to Sierra Leone.
****ORGANIZATION CHART:****
The successful candidate will be part of the Humanitarian Action - Ebola Unit and will refer to the Unit Coordination and the Technical Team.
****FUNCTIONS:****
Representation, Communication and Positioning
· Analyses political and humanitarian situation to orientate better the programmes and give an appropriate response to the needs of the population.
· Defends MdM action principles and makes the organisation known.
· Performs external communication involving press and other media of national or international counterparts.
· Coordinates common actions with the rest of MdM sections present in the Country/Mission.
· Develops, Implements and leads advocacy activities.
Mission definition and planning
· Defines, together with coordination team, MdM intervention lines in the Country/Mission within the framework of MdM operational policy.
· Produces and updates the Country Policy Paper (CPP) and an intervention calendar for the mission.
· Proposes exploratory missions based on detected needs and resources available.
· Produces and submits, together with the coordination team and the country coordinator, proposals for new projects defining strategies, objectives, features, etc. as well as guaranteeing MdM operational perspective and principles.
Project management
· Draws up the planning for the projects in Sierra Leona, together with the MCT and field teams.
· Provides support to Field Coordinators in project management processes.
· Supervises and monitors progress made according to the objectives set for the projects; through regular visits to the projects , re-orientates strategies, if necessary.
· Produces proposals for donors as well as the necessary follow-up reports.
· Plans together with the MCT the human and material resources needed to ensure the correct implementation of the activities.
Emergency Response
· Conducts an active and permanent follow-up of potential emergencies in the Country/Mission.
· Updates periodically the Emergency Preparation Plan (EPP), together with MCT and field teams.
· Assesses, together with MCT, emergency situations that may arise and proposes potential interventions in coordination with the Head of Missions of other MdM sections present in the Country/Mission.
****Internal institutional responsibilities****
- Promotes identification with and commitment to the organisation and the humanitarian principles
- Facilitates the reflection about challenges to the medical and humanitarian action
· Facilitates the development of associative dimension of MdM (FADs, membership, AGs)
· Facilitates the flow of operational and associative information to all staff in the mission.
Security
· Ensures that the country security guidelines are kept up-to-date in line with general security policy and security management manual.
· Guarantees that security measures defined in the country guidelines are complied with.
· Monitors security situation in the Country/Mission and alert levels among the staff.
Human Resources Management
· Supervises staff management policy and ensures that all people under his/ her supervision are properly managed.
· Supervises and supports directly MCT and the Country Coordinator, and indirectly, the field staff through the Country Coordinator.
· Defines together with the Country and project coordinators the HR needs in the mission, the optimum formation of team, organisation and decision-making channels (organisational chart)
· Defines, reviews and updates the job description of MCT positions and of the staff under his/her direct supervision.
· Ensures the good induction of any new staff and participates in the briefings as defined in induction plan.
· Identifies the personnel showing potential within the staff he/she manages directly
· Undertakes evaluations of staff in MCT positions and of the staff under his/her direct supervision.
· Ensures that living standards for all displaced staff (international, relocated, regional) in the mission fall in line with MdM principles and policies.
· Ensures an optimum psychological status of all mission staff and looks for and suggests possible solutions (rest, relief of work,..) in case of mental health related issue.
· Participates, together with the HHRR departamnet, in the management of conflicts among team members.
· Promotes communication and active participation of all staff in development of projects.
Finances and Logistics
· Supervises and updates, together with the MCT, the economic situation of the project and the monthly budget monitoring.
· Supervises capital-based monthly cash-ups and bank tallies.
· Supervise logistic activities underway.
· Look after all equipment provided.
****Reporting****
· Ensures that all reports from the field are received as defined in Operations Manual.
· Keeps documents in database updated and properly filed.
****REQUIRED QUALIFICATIONS:****
Academic: University degree or diploma. A Master in International Cooperation and/or Humanitarian Aid is desirable.
****REQUIREMENTS:****
Languages: Very high level of spoken and written English
Office pack user level.
****EXPERIENCE:****
The successful candidate must have at least 5 years’ field experience in emergency situations. At least 3 years’ experience in positions with similar responsibility and working on planning, design, management and monitoring of programmes from a NGDO in fragile scenarios, of complex emergencies. Experience in project planning, implementation and evaluation is desirable. Team coordination experience.
