We are looking for highly skilled, talented and dynamic individual to lead the Shifting the Power through Developing the Capacity of Local Organisations Project. We are not only looking for a skilled project manager with a track record of delivering results within tight timeframes; we also need an individual with a strategic commitment to national leadership and ownership of the humanitarian agenda. You will also be a high level collaborator, with the ability to work with other brokers across organisational and project boundaries.

The Shifting the Power project brings together 6 leading humanitarian agencies to work in 5 disaster-prone countries to strengthen the capacity of local humanitarian organisations. Co-led by ActionAid and CAFOD, the vision of this project is to support local actors to take their place alongside international actors to create a more balanced humanitarian system that is more responsive and accountable to disaster affected communities. The project will be implemented in Bangladesh, Kenya, Pakistan, Ethiopia and DRC. The overall budget for this project is £4.9 million.

This project is part of an ambitious suite of projects in the Start Network designed to develop decentralised approaches to capacity building and to improve the quality and speed of humanitarian response in countries at risk of natural disaster or conflict related humanitarian emergencies. The project is supported by the Department for International Development (DFID) through the Disasters Emergency Preparedness Programme (DEPP).

The Start Network is a consortium of 19 leading humanitarian NGOs, collaborating to strengthen civil society to improve humanitarian assistance.

Purpose of the Role:

The International Project Manager position is responsible for all aspects of the successful management, coordination and delivery of the Shifting the Power project. Working closely with the Consortium’s International Steering Committee made up of the 6 implementing agencies (ActionAid, CAFOD, ChristianAid, Oxfam, Concern, & Tearfund.), the International Project Manager will provide leadership for realising the vision of the project.

The key deliverables of the project include:

· Coordination across 5 country teams and 6 Consortium member agencies

· Management of the International Project Management Unit team, and matrix management of 5 in-country project managers

· Humanitarian Capacity Assessment Framework and approach agreed by Consortium in consultation with national and international humanitarian actors

· At least 50 local partner organisations supported to participate in self-tailored capacity building programmes to be better able to plan and deliver quality humanitarian response

· Local oranisations supported to have a strong voice in international humanitarian policy debates and be active players in shaping the direction of the humanitarian sector in their countries

· Collaboration and representation of the project amongst other DEPP funded projects, the START Network and peer and partner agencies, and internal and external networks and coalitions

· Document and share evidence and learning from the project of where, when and how local organisations play an integral role in decision making and preparing for and responding to emergencies
