****MISSION:****
Development of the projects currently implemented in Sierra Leone, ensuring appropriateness of actions in respect of Médicos del Mundo (MdM) policies and of the identifications already made.
****GEOGRAPHICAL SCOPE OF INTERVENTION:****
The successful candidate will be based in Madrid, travelling frequently to Sierra Leone.
****ORGANIZATION CHART:****
The successful candidate will be part of the Humanitarian Action - Ebola Unit and will refer to the Unit Coordination and the Technical Team.
****FUNCTIONS:****
****Planning of Human Resources****
- Provides advices and technical expertise to the project coordinator and Mission Coordination Team (MCT) in the definition of profiles and teams needed for a project.
- Participates in the planning of project opening and closing and its timeframe from HR perspective.
- Develops, implements, monitors and revises the Mission HR plan in line with operational priorities.
- In collaboration with technical referents in the mission, ensures that job profiles are properly done, updated and sent on time. for all positions opened or to be covered,
- Provides with relevant and all necessary information for the identification and good matching of people to fill in international positions.
- Ensures that HR needs are properly anticipated in the mission and that vacancies are always opened on time.
- Searches and proposes options/new set up to minimize the consequences of gaps
HR management:
- Provides technical support the project coordinator ensuring they know, understand and apply HR management policies and tools.
- Identifies when people need support and guidance on people management and provide them.
- Monitors the team dynamic, composition, life and work conditions, all relevant HR issues and the general quality of Hr management on a regular basis, at capital and field level
- Makes regular field visits to support field teams and monitor closely the quality of HR management at field level.
Administration and working conditions:
- International Staff
- Supervises the movements of international staff and fixes days of arrival and departure together with Integration & Travel service in HQ.
- Manages visas, tickets, per diems calculation, and provides all necessary information and documents in order to facilitate the movements.
- Fills in and sends the end of mission form on time to HQ
- Updates and sends monthly international HR check list on time to HQ
Recruitment & induction:
- Ensures generally the smooth running of the international personnel recruitment process in the mission
- Guarantees the transparency of the selection process, the internal (all projects) and external circulation of job advertisements and that the most proper feed back possible to applicants.
- Supports coordinators or activity managers concerned by the recruitment to prepare the interviews, and to make them , in order to ensure they are carried out smoothly.
- Checks that all recruitment procedure are properly followed up in the field
- Ensures the definition and implementation of a detailed mission induction plan for any new staff starting to work in capital or projects
- Updates the Country Welcome document and asks the MCT to update the MdM standard documents in order to make them available to the new staff.
- Participates in HR and administrative briefing of people joining MdM team.
Development & follow up
- Identifies people with specific potential within the HR and admin staff
- Together with coordinators and activity managers contribute to identifying skills and potentials within the teams
- Informs the skills to “follow”, “emergency pool” or “secondment” in Homere according to the protocol.
- Ensures the regular use of the Performance Management System evaluation (on competencies), according to the protocol
- Checks the quality of the evaluations done and the follow up of the objectives set.
****Team management****
- Defines and updates job descriptions of all HR and administration related staff.
- Leads the selection, follow up and other administrative activities linked to all HR and administration related staff.
- Ensures personally that administration briefings and debriefings are done with all MDM mission staff.
- Identifies the personnel showing potential within the staff he/she manages directly
REQUIRED QUALIFICATIONS:
Academic: University degree or diploma. A Master in International Cooperation and/or Humanitarian Aid is desirable.
****REQUIREMENTS:****
Languages: Very high level of spoken and written English
Office pack user level.
****EXPERIENCE:****
The successful candidate must have at least 5 years’ field experience in emergency situations. At least 3 years’ experience in positions with similar responsibility and working on planning, design, management and monitoring of programmes from a NGDO in fragile scenarios, of complex emergencies. Experience in project planning, implementation and evaluation is desirable. Team coordination experience.
