Project Summary:

The USAID CSO Sustainability Index (CSOSI) for Africa and MENA provides annual reports on key dimensions of the civil society sector to USAID, other donors, and civil society stakeholders in 23 African countries and seven MENA countries. MSI has managed the CSOSI contract in partnership with USAID since 2005. In 2014, MSI will work with USAID to conduct an independent expert review of the CSOSI methodology, initially developed in 1997 for Central and Eastern Europe and Eurasia. This review will enable USAID to strengthen the CSOSI methodology as needed to ensure that the expanded CSOSI is based on best practices and further establishes its niche and value-added among the various global indices and measures of civil society.

Positions Summary:
The evaluation expert will require expertise in the use of rating scales and associated issues of data quality, especially as applied in current global indices on aspects of democracy, governance and civil society. This assignment will occur in Washington, D.C. and is expected to begin in January. The assignment will last 15-20 days.

Responsibilities:

  • Provide a comparative analysis of the measures used in the CSOSI as compared to other similar indices.
  • Work with MSI and USAID to finalize protocol for data collection and analysis.
  • Carry out statistical and related analyses of CSOSI measures and methodology.
  • Submit report with findings and recommendations for strengthening the CSOSI measures.
  • Participate in a findings and recommendations workshop in Washington, D.C.

Qualifications:

  • At least 10 years of experience in applied evaluation methodology, especially in the use of rating scales.
  • Experience in designing and/or reviewing methodology for similar global indices or comparative studies.
  • Superior communication skills and writing ability.
  • English fluency required.
  • Familiarity with USAID’s CSOSI and other global indices strongly preferred.
  • PhD in in relevant field (evaluation, international development, political science, civil society, African studies).
