Turkey: MdM Seeks an ADMINISTRATIVE / HUMAN RESOURCES COORDINATOR (M/F) for Turkey

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

Since 15th of March 2011, following the demonstrations in Dera’a and then in the major cities of Syria, the situation has been worsening. Protesters demand the resignation of President Bashar al-Assad, the overthrow of his government, and an end to nearly five decades of Ba’ath Party rule.

The conflict between the Syrian army and opposition resulted in massive displacements of populations within the country and, into adjacent countries.

In February 2012, MdM decided to launch the exploratory mission in the 3 Syria neighboring countries, namely in Jordan, Lebanon and Turkey.

Following the assessments, the activities have started on Syrian borders, since the beginning of August 2012, in support of a post-operating center which is managed by a Syrian Union of Doctors (UOSSM).

In the same time, since the beginning of October 2012, MdM has developed its activities inside North Syria, near the Turkish Borders in IDP camps, through implementation of a Women and Child center, primary health care units, mobile clinics and donations to Syrian doctors.

TASKS AND RESPONSIBILITIES:

Under the direct supervision of General Coordinator of Turkey/Syria, as Administrative and HR Coordinator you are responsible for the overall management of HR, administrative and legal’s aspects of the projects in order to guarantee rigorous and transparent procedures and management, to fulfil the objectives of the mission and to respect MdM guidelines.

As Administrative and HR Coordinator you work in close collaboration with the Finance Coordinator and technical advisers at the headquarters.

Regarding the fact the position is new for the mission and the context which can evolve quickly, an important part will be also to refine roles and responsibilities.

More specifically, you:

Legal framework

  • Regarding to the position of MDM in the country, establish all formalities could be required by local authorities
  • Supervise the framework writings of the various contracts
  • Check on the existence, monitoring and the archiving of all documents and contracts
  • Work with HQ and general coordination on issues linked to registrations in Turkey
  • Develop contacts with lawyers for any issues

Work organization

  • Contribute to the development and update of organizational charts
  • Update the classification and salary grid when needed and ensures its strict implementation
  • Help developing job profiles
  • Participate in the definition of HR needs

  • Recruitment, training of all employees and promote career development

  • Monitor fair and transparent procedures for recruitment

  • Put in place and monitor evaluation process

  • Define, follow-up and monitor training plan for the staff in accordance with legal requirements and MdM guidelines

Staff administration and payroll

  • Supervise administrative and payroll procedures
  • Improve, if necessary, the quality of the tools used in staff administration
  • Support your team regarding the payroll realization
  • Improve, if necessary, the archiving of HR files

HR policy

  • Develop the HR policy regarding the context in Turkey and in Syria
  • Ensure the meeting and relations part with staff representatives
  • Improve a database for the monthly allowance payment
  • Ensure the application of MDM rules for the national staff
  • Ensure that the general HR administration procedures are in place
  • Are the warrant of the MdM wage and appraisal policies implementation
  • Share and compare with other NGOs conditions of employment and rules
  • Ensure the coherence and conformity of organisational charts to MdM classification grid, ensuring that remuneration systems are fair and consistent with the local cost of living

Administrative management of the expatriate staff

  • Ensure the existence of written job profiles validated by the technical coordinator
  • Ensure the application of local legislation concerning the expatriate personnel
  • Participate in the definition of living rules and working conditions
  • Supervise the constitution of individual files
  • Make arrival and departure briefings about administrative and contractual aspects
  • Supervise the payment of monthly per-diem for volunteers, and advances for expatriate
  • Respect the rules for expatriate management regarding to their status
  • Follow-up administrative aspects for expatriate with HQ

Team management

  • Supervise the overall recruitment and training of the administrative and HR staff
  • Support the Site Administrators and the coordinators for administrative and HR issues
  • Provide regular evaluation to your team
  • Take disciplinary measures when necessary

Communication; Reporting ; Capitalisation

  • Contribute to reporting on the admin/HR part
  • Participate to the weekly team meeting
  • Ensure that copy or original of legal documents and contracts are timely sent to HQ

CONDITIONS OF EMPLOYMENT:

  • Starting: ASAP
  • Duration: 6 Months
  • Contract: EMPLOYEE (French conrtact)
  • Fixed Term Contract

SKILLS AND EXPERIENCE NEEDED:

  • Experience of 1 year minimum in a similar position
  • Autonomous
  • Experience in negotiations and relations with local partners and authorities in a moving and difficult legal, administrative and political context
  • Ability to work in unstable and volatile context
  • Good computer skills (database management)
  • Diplomacy
  • Experience in management is appreciated
  • Ability to work under a minimum of supervision
  • Reactivity, anticipation, adaptability, capacity to take initiatives
  • Organisational skills
  • Ability to classify and to manage priorities
  • Listening, diplomacy and empathy skills
  • Team spirit
  • Capacity to work and to live in tense conditions (proximity to an armed conflict, unstable situation for NGOs in Turkey)

Languages:

  • Fluent English (oral and written) mandatory
  • French, Turkish or Arabic is an asset
