Turkey: MdM Seeks a FINANCE COORDINATOR (M/F) for Turkey

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

Since 15th of March 2011, following the demonstrations in Dera’a and then in the major cities of Syria, the situation has been worsening. Protesters demand the resignation of President Bashar al-Assad, the overthrow of his government, and an end to nearly five decades of Ba’ath Party rule.

The conflict between the Syrian army and opposition resulted in massive displacements of populations within the country and, into adjacent countries.

In February 2012, MdM decided to launch the exploratory mission in the 3 Syria neighboring countries, namely in Jordan, Lebanon and Turkey.

Following the assessments, the activities have started on Syrian borders, since the beginning of August 2012, in support of a post-operating center which is managed by a Syrian Union of Doctors (UOSSM).

In the same time, since the beginning of October 2012, MdM has developed its activities inside North Syria, near the Turkish Borders in IDP camps, through implementation of a Women and Child center, primary health care units, mobile clinics and donations to Syrian doctors.

TASKS AND RESPONSIBILITIES:

Under the direct supervision of General Coordinator of Turkey/Syria, as Finance Coordinator you are responsible for the overall management of financial, accounting, and budgetary monitoring of the projects in order to guarantee rigorous and transparent procedures and to fulfil the objectives of the mission and to respect MdM and donors’ guidelines.

You work in close collaboration with the Admin/HR Coordinator, the Regional Finance Coordinator (based in Amman) and technical advisers at the headquarters (Finances Controller and Accountant).

More specifically, you:

1) Financial organisations and compliance

  • Develop and implement the administrative procedures and guidelines and ensure it is updated with the evolvement of MDM and donors’ regulations
  • Ensure internal financial procedures, systems, policies and controls are applied and complied with, throughout the operations
  • Provide financial support on all financial issues for the projects
  • Provide financial information to the coordinators in order to monitor the project
  • Ensure compliance of all financial procedures with MdM and donors guidelines and provide support to other departments in terms of donor requirements
  • Prepare financial donor reports and ensure that they comply with donors requirements to maximise available funding
  • Regarding taxes laws, ensure that MdM is in compliance with and if necessary, improve the procedures and rules
  • Prepare, organise and supervise audits at field level, with the support of the Regional Financial Coordinator

2) Treasury–cash management

  • Are responsible for the cash provision between the different programs/bases
  • Assess the needs for the projects for the coming month and submit fund requests to HQ
  • Organise and supervise all aspects of cash flow
  • Ensure that payments are made in a timely and secure manner

3) Supervision of the accounting and invoices & allowance payment

  • Are responsible for the accountancy of all sites and coordinate the closure of monthly accountancy and links with regional coordination and HQ
  • Ensure preparation of external or internal audit

4) Budgetary monitoring

  • Prepare annual and donor budgets in coordination with the teams
  • Monitor overall budget consumption with respect to donors’ constraints
  • Monitor, with the Field Coordinators, ongoing levels of expenditure and provide timely advice to the teams
  • Ensure respective Coordinators and Managers understand variance implications and how to respond to and manage them effectively
  • Identify and analyse of any discrepancy and suggestion of solution
  • Prepare financial reports to donors

5) Donors & representation

  • Ensure when needed and by delegation of the General Coordinator, the representation of MdM with donors
  • Liaise with International NGO Finance Directors in-country and actively participate in interagency coordination meetings
  • Ensure appropriate follow-up of the current funding plan and commitments to donors
  • In coordination with the General Coordinator, negotiate financial elements and prepares answers to contractual obligations fixed by donors

6) Team management

  • Supervise the overall recruitment and training of the finance department staff
  • Support the Site Administrators
  • Provide regular evaluation to your team
  • Take disciplinary measures when appropriate
  • Provide financial support, training and advice to all staff

7) Communication; Reporting; Capitalisation

  • Contribute to the Country Monthly Report (financial part)
  • Participate to the weekly team meeting
  • Ensure that copy or originals of all legal documents are sent to HQ

CONDITIONS OF EMPLOYMENT:

  • Starting: ASAP
  • Duration: 6 months (renewable)
  • Contract : EMPLOYEE (French contract)
  • Fixed term contract

SKILLS AND EXPERIENCE NEEDED:

  • Experience of 2 years minimum in a similar position
  • Experience in humanitarian and emergency contexts
  • Experience in management of multi projects budgets
  • Knowledge of Saga is an asset
  • Experience in negotiations and relations with local partners and authorities in a moving and difficult legal, administrative and political context
  • Autonomous
  • Ability to work in unstable and volatile context
  • Excellent computer skills
  • Ability to work under a minimum of supervision
  • Reactivity, anticipation, adaptability, capacity to take initiatives
  • Organisational skills, rigor, detail oriented
  • Ability to classify and to manage priorities
  • Listening and diplomacy skills
  • Team spirit
  • Capacity to work and to live in tense conditions (proximity to an armed conflict, unstable situation for NGOs in Turkey)
  • You will be committed to MdM’s values as an organisation and be motivated by its non-statutory, Not-For-Profit model

Languages:

  • Fluent English (oral and written) mandatory
  • Arabic or French is an asset
