Chemonics seeks a program officer for the ongoing Middle East Partnership Initiative-funded Syria Sub-Granting Management Program based in Gaziantep, Turkey. The program aims to strengthen local governance in Syria and help empower citizens to participate in government decision-making that affects their lives. The program officer will report to the chief of party, supporting grant activities regularly and providing in-depth reports to the chief of party and donors. The program officer will work closely with the program's partners to design and implement grants with local councils, with the sub-grants manager to ensure sub-grantees are adhering to the rules and regulations set forth in the agreements, and with local councils to develop objectives and activities that will be carried out throughout the life of the grant program. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Provide input for strategic vision at the local council level in coordination with the chief of party and donor
- Identify potential partners, and work with them to design and develop sub-grant concepts and activities
- Supervise the development objectives, activities, and implementation plans for each local council
- Lead design and development of activities to ensure they meet program goals and objectives
- Draft grant activity reports that include grant updates, technical information, and challenges
- Provide local-level political and programmatic analysis
- Establish and maintain relationships with local partners and beneficiaries
- Supervise the field program advisor
- Identify additional needs for technical assistance and short-term technical support
Qualifications:
- Bachelor's degree in a relevant field required
- Minimum three years of professional experience working with project design, development, and management of relevant donor-funded community development projects in the Middle East
- Field experience with nongovernmental organizations in the area, preferably including experience in Syria, experience monitoring and evaluating field projects, and ability/willingness to travel throughout Turkey
- Demonstrated analytical ability and understanding of local and regional political context, including creativity in conceptualizing relevant grant activities
- Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local nongovernmental organizations, governmental entities, support organizations, and the general public
- Ability to work independently with minimal supervision; prioritize multiple work assignments in a fast-paced environment; meet deadlines; and exercise good, professional judgment that reflects positively on the program's goals and communicates the established program message
- Current residency in Turkey required
- Working proficiency in Microsoft applications, including Word and Excel
- Demonstrated leadership, versatility, and integrity
- Fluent written and spoken English and Arabic required
