Turkey: Senior Program Officer - Syria Response

PURPOSE OF POSITION:
The two-year conflict in Syria has forced millions of people to leave their homes. It is estimated that more than 96,000 people have been killed and nearly 7 million Syrians, including over 4 million internally displaced persons (IDPs), are in need of urgent assistance and protection throughout Syria.
World Vision is seeking a Senior Program Officer to provide leadership in the development, planning, management and monitoring of the World Vision program in Syria through the design documentation, reporting and coordination of the program activities for the response.
KEY RESPONSIBILITIES:

  • Lead the Programs department, responsible for grant acquisition, design monitoring and evaluation, accountability and information management.
  • Prepare grant proposals, budgets, reports and other design documents for World Vision’s partnership and major donors.
  • Participate in actual project design, implementation, and evaluation in collaboration with the sector heads.
  • Lead development of concept papers and ensure preparations of proposals to major donors and internally for World Vision.
  • Incorporation of internal and international humanitarian standards into all project designs and implementation.
  • Support finance in allocating and tracking response funding to ensure response strategic priorities are funded and effective leveraging of available funding, including maintain a grant management system.
  • Monitor program's progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to.
  • Provide grant and program related updates to Senior Management, key WV support offices and the regional office (Regional Coordinator, HEA) with regard to grants and PNS as well as strategic opportunities for the response.
  • Ensure Developing Monitoring and Evaluation (DME) and Accountability processes are followed. Supporting sector leads with DME documents (logframes, M&E plans, feedback mechanisms, workplan & budgets, etc.)
  • Incorporation of internal and international humanitarian standards (Sphere, HAP, HAF) into all project designs and implementation.
  • Lead process of preparation of monthly, annual and end-of-project narrative reports as required and per donor guidelines and overall program reporting as per internal requirements.
  • Support the Response Manager with strategic analysis of implementation capacity and resource utilisation. Maintain funding grid and help to facilitate sector planning processes.
  • Ensure all project managers have adequate knowledge of all proposals and their current status.
  • Facilitate close communication and collaboration with all counterparts on grant and program related issues and ensure WV is represented at coordination and working group meetings.

KNOWLEDGE, SKILLS & ABILITIES:

Required:

  1. Must have a degree or equivalent in relevant fields of study such as International Development, Political Science/International Relations, Economics, Sociology, or other related field.
  2. 3 years experience in emergency response programming.
  3. Proven track record for multi-sector programming experience.
  4. Knowledge of budget requirements and regulations of major donors including the OFDA, CIDA, ECHO, AusAID, DFID and UN agencies Familiarity with humanitarian codes, principles and practice.
  5. Working Knowledge in English.
    Preferred:
  6. Experience coordination with INGO’s and other key stakeholders.
  7. High degree of negotiation and persuasion skills.
  8. Ability to travel internationally as needed.
  9. Ability to work with a reasonably level of comfort in high tension and high security risk situations.
  10. Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environs and physical hardships.
  11. Ability to facilitate the creation of cross-functional project teams and the development of national strategies.
  12. Understands work from a process point of view and uses measurement and accountability systems effectively.
  13. Excellent time-management and prioritisation.
  14. Demonstrates openness and transparency.
