Ukraine: Senior Monitoring and Evaluation Specialist

IOM Project to which the Consultant will contribute:The Consultant will work under the EU-funded IOM-implemented project titled “Pilot Initiative to Monitor Readmission in Ukraine and Pakistan (MONITOR)”.

Nature of the consultancy:The project seeks to develop and to pilot, mechanisms, methodologies and tools for the monitoring of the post-return situation of individuals who have been readmitted to Pakistan and Ukraine from the EU. The consultancy will support the development of a monitoring and evaluation methodology with objective indicators, and its piloting in Pakistan and Ukraine, to measure the sustainability of return for readmitted individuals from both a human rights and a socio-economic point of view.

General functions: Under the overall guidance of the IOM CBMM Program Coordinator, and under the guidance of the IOM CBMM Programme Officer and the Senior Programme Specialist, the Senior Monitoring and Evaluation Specialist shall review, contribute and validate the methodology for the monitoring of the post-return situation of readmitted own and third country nationals.

Specific functions to be performed under this Contract – during 20 (twenty) working days within 9 (nine) months:

In consultation with the M&E team leader, the consultant is responsible for the accompaniment, guidance and validation of the construction of all the steps of the M&E system. The Consultant will:

  1. Give inputs to define the scope and type of information to be gathered through the desk and field assessment, and meetings with all relevant stakeholders – governments of both Pakistan and Ukraine, civil society, and the EU.
  2. Contribute and validate the scope of the M&E Methodology, covering third-country nationals and own nationals, in both short and long term perspective.
  3. Review and validate the proposed objective indicators to assess the post-return situation in the target countries in the context of implementation of the EURAs, insofar as pertaining to access to long term, sustainable and dignified solutions for individuals who have been readmitted, focusing on the legal contexts in countries of return in general and on treatment of individuals and considerations for safety, dignity, well-being and basic rights after readmission in Ukraine and Pakistan, including inter-alia:
  4. Right to liberty and freedom from arbitrary detention;
  5. Protection against torture or other ill-treatment;
  6. Right to access to a fair asylum procedure in the concerned country;
  7. Protection from refoulement, including chain refoulement;
  8. Right to a fair trial including access to legal aid;
  9. Right to voluntary return and reintegration to their home countries for TCNs;
  10. Other rights including socio-economic and personal rights.
  11. Review and validate M&E tools to monitor the situation with readmitted third-country nationals, stateless persons and own nationals. The working tools shall include (but shall not be limited to) different questionnaires to be filled out by (i) Ukrainian/Pakistani Government agencies involved in readmission, migration management and reintegration of own nationals, (ii) international organizations and civil society and (iii) readmitted individuals themselves to secure quality information gathering. For the monitoring of situation of TCNs and stateless persons who may require international protection, specific questionnaires shall be designed in close cooperation with UNHCR and STATT, IOM’s partners in the project implementation.
  12. Validate the reporting format for the presentation of the results of the Methodology application, to provide objective and impartial assessments and recommendations to bilateral and multilateral fora, including the Joint Readmission Committees.
  13. Give inputs to fine-tune the M&E Methodology (indicators, tools and reporting format) if and as necessary per the results of the piloting and the feedback from stakeholders.
  14. Review and validate the general practical M&E System Manual covering the overall data collection, analysis and reporting system and the reporting responsibilities and interrelationships of all stakeholders involved in the M&E at all levels. The manual shall include detailed data collection procedures, flowcharts and prototypes of data collection instruments required.
  15. Develop supplements to the general Manual for Ukraine and Pakistan.

Expected results/Outputs

  1. A list of the relevant information to be collected through the desk review and field meetings compiled;
  2. Inputs for and validation of the list of stakeholders to be part of the interview process;
  3. Inputs for and validation of the scope of the M&E system;
  4. Inputs for and validation of the objectives and indicators of the M&E system;
  5. Inputs for and validation of the methods and the tools of the M&E system;
  6. Inputs for and validation of the data analysis formats and report templates;
  7. Inputs for and validation of the mechanisms for using collected information in management response;
  8. Inputs for and validation of the responsibilities for the management of the M&E system;
  9. Inputs for and validation of the tools to collect the feedback on the test piloting;
  10. Inputs for and validation of the report with recommendations upon piloting the M&E system – identification of necessary adaptations/improvements;
  11. Inputs for and validation of the M&E system Manual.

Required qualifications:

  • Post-graduate/university degree, preferably in law, political or social sciences, economics, statistics or other relevant discipline;
  • 10 years of experience in developing, testing and implementing M&E systems;
  • Previous experience or familiarity with migration and human rights in the targeted countries would be an asset;
  • Fluency in English;
  • Ability to work effectively and harmoniously within a team.
