Samaritan’s Purse(SP) is seeking to appoint an independent consultant to conduct a 29-day end-line evaluation of a project funded by UKAid from the Department for International Development (DFID) through the GPAF-Impact funding stream. Up to 14 days of the end-line evaluation will be spent in Uganda. The consultant will be an impact assessment expert with working knowledge of maternal and child health and behaviour change methods in resource-poor and conflict affected context. Strong statistical analysis skills required. A working knowledge of the Care Group approach is desirable.
The consultancy will take place between 7 January 2015 and 10 March 2015 and will involve participative evaluation involving site visits and meetings with project implementers, program stakeholders (including program volunteers and program staff) and community and district stakeholders (including community health workers, health officials and community leadership) in a sample of project locations.
The consultant will be required to spend up to 14 days in Uganda. While in the field, the consultant will be based out of Moroto, Moroto district with frequent field visits to project sites throughout the adjacent district of Napak.
The terms of reference that will guide this consultancy are based on the template ToR provided by the GPAF Evaluation Manager appointed by DFID to evaluate the impact of the GPAF programme, which has been appropriated by SP for this specific project as necessary.
Qualifications/ experiences required:
The Independent Evaluator should be a suitably-qualified and experienced consultant or consulting firm. The consultant profile should include:
- An evaluation specialist with a minimum of seven years’ experience in programme/project evaluation in an international development context;
- Experience of results-based monitoring and evaluation
- Ability to design and plan the evaluation approaches and research methodologies, including quantitative and qualitative research methods. Where feasible and appropriate, the person or team should include skills and expertise required to design, plan and conduct impact evaluation, potentially using experimental or quasi-experimental techniques;
- Informed by relevant subject matter knowledge and experience in the health sector to ensure the evaluation design and research methods are as relevant and meaningful as possible given the aims and objectives of the project and the context in which it is being delivered;
- Ability to manage a potentially complex evaluation and research process from end-to-end, including interpreting baseline and other survey data collected throughout the life of the project and conducting a final impact evaluation;
- Experience and knowledge of working in Uganda is desirable
- Evaluation consultants who have a conflict of interest with the on-going activities of SP will not be considered.
