Job Title:Logistics Coordinator (SURGE Team ) Reports to: * Supplies & Logistics Manager when not deployed

  • Relevant ACD Systems or Country Director when overseas Direct reports: Logistics related staff overseas. Job Location: Members of Concern’s Surge Team will be deployed to any of Concern’s country programmes for varying time periods, usually ranging from 4 weeks to up to 6 months. It is anticipated that members of the Surge Team will be deployed at all times, but if not, they will work from their own home rather than the Concern office. Contract Details: · 2 year Full Time Fixed Term Contract

· Unaccompanied position

· 8 weeks annual leave, plus R+R during deployments where this is relevant

· 3 weeks home-based work

All Surge Team members must be available to deploy overseas within 24 hours of being requested to deploy. Pay Band: 4 (€34,239 - €40,281) Job Purpose: The role of the Surge Team is two-fold:

· to fill gaps in non-emergency programmes and existing chronic emergency contexts

When deployed to fill an identified resource gap overseas the Logistics Coordinator will have specific responsibility for ensuring Concern standard logistics and related administrative systems are established and implemented within Concern country programmes and that an effective supply chain is in place at all times. Main duties &

Responsibilities: § Management of country logistics and related administration function

§ Ensure proper supply chain management practices and procedures are in place and maintained according to Concern standards – to include sourcing and procurement, warehousing, transportation and commodity distribution systems

§ Ensure country logistics systems are configured to provide optimum support to country programmes

§ Management responsibility for country transport fleet, ensuring management and operational practices adhere to Concern standard procedures

§ Ensure that adequate anti-fraud procedures are in place and that abuse of Concern’s logistics systems does not take occur

§ Responsible for ensuring that Concern’s HAP (Humanitarian Accountability Partnership) commitments as they relate to logistics are in place and adhered to

§ Responsible for training and capacity building of logistics and related staff

§ Responsible for ensuring donor procurement procedures and other donor guidelines as they relate to logistics activities are strictly adhered to Person specification: Essential:

· Third level degree

· Three years relevant logistics/systems and management experience in emergency and/or development context.

· Distribution / warehouse management experience

· Transport management experience

· Knowledge of HF/VHF radio systems

· Procurement and import/export experience

· Previous experience in project and/or camp management in emergency programmes

· Ability to work as part of a team

· Practical, adaptable and resourceful

· Good interpersonal and communications skills

· Good organisational, planning and management skills

· Ability to work under pressure

· Cross cultural awareness and sensitivity

· Knowledge of MS Office

Desirable:

· Fluent French

· Knowledge of Concern systems and procedures

· Third level qualification with logistics or supply chain management qualification

· Experience of working in insecure contexts

Key Terms and Conditions

  • Members of the SURGE team will be employees of Concern Worldwide Dublin and contracts of employment will be fixed term contracts of two years duration
  • Where members of the team are resident in countries in which Concern worldwide is registered, tax will be deducted at source and a net salary paid to employees
  • Where team members are resident in countries in which Concern Worldwide is not registered, individual employees will be paid a gross salary by Concern and will be responsible for their personal taxation liabilities
  • Where other national liabilities exist - e.g. social insurance - they will be deducted at source by Concern
  • When deployed overseas, accommodation and food will be provided or, alternatively, employees will receive a monthly living allowance
  • Team members will be based in their own home and will work from their home between deployments
  • All team members must be available to deploy overseas within 24 hours of being requested to deploy, and are responsible for ensuring that their passports and vaccinations are kept up to date to ensure that there is no delay in this
  • If working in an emergency field where there is an R+R policy in place, the SURGE Team will avail of this
  • All other terms and conditions will apply as per Dublin employees

Members of the SURGE Team will be entitled to 8 weeks annual leave
