Albania: CBRN Incident Response Expert

"Strengthening CBRN first response capabilities and regional cooperation in South East Europe, Southern Caucasus, Moldova and Ukraine"

· The overall objective of the project is to enhance response capabilities and promote inter-agency and regional cooperation in CBRN first response in the two sub-regions.
· The specific objective for the two sub-regions is to improve the preparedness and response capabilities in the participating countries to CBRN incidents by enhancing the capabilities to organise and execute table-top and field exercises, as well as train-the-trainers courses both at national and sub-regional level.
· Results to be achieved are the following:
1: Assessment of the current situation including the outcomes of some specific activities obtained in the already implemented CBRN CoE projects.
2: Development of guidelines and sharing of best practises on the CBRN incident response.
3: List of basic equipment for first responders and technical specifications.
4: Train-the-trainers and training activities on CBRN incident response for the countries in the Black Sea region.
5: Strengthening inter-agency cooperation at sub-regional levels.
6: Organisation of CBRN response exercises at national and sub-regional levels.

· The expert will develop the framework for the exercise scenarios.
· The expert will need to work closely with the Team Leader and with other experts.

Qualification and skills
· University degree or equivalent, in one of the C, B, RN fields
· Very good communication skills
· Good organizational skills
· Good command of the English language (spoken and written). Knowledge of one of the main languages spoken in the region is an asset
· Ability to operate in a multi-disciplinary and multicultural team

General Professional experience
· At least 10 years of professional experience

Specific Professional experience
· At least 5 years of professional experience in CBRN emergency / incident response
· Technical knowledge in the chemical or biological or nuclear / radiological field
· Experience in participation in international project is an asset

Contract duration: 36 months
Starting date: January 2015
