Advisory and coordination services to support the outsourcing all UNEP/DTIE web developments
Up to 2 years starting from January 2015
· Purpose
The position will be located in UNEP’s Division of Technology, Industry and Economics (UNEP/DTIE) within the Information Technology Unit based in Paris, France. Under the supervision of Robert Rodriguez, Chief Information technology unit, the consultant will provide advisory and coordination services to support the outsourcing all web developments and knowledge management (KM) of the UNEP/DTIE outside of the UNEP portal and UNEPLive managed by UNEP’s headquarter.
· Qualifications / special skills or knowledge
Professionalism: Demonstrated ability to manage client expectations and adjust to reality; Strong project and people management skills; Appreciates the importance of knowledge management in organizations of all types and sizes; Is familiar with strategies and technologies needed for managing knowledge and instituting changes within organizations; Has an in-depth understanding of key concepts, functions, and issues related to KM systems.
Communication: Speaks and writes clearly, concisely and effectively; listens to others, correctly interprets messages from others and responds appropriately; ask questions to clarify perceptions, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates proactivity and openness in sharing information and keeping people informed.
Teamwork: Works collaboratively with colleagues and web agency’s experts to achieve organizational and strategic goals; is willing to learn from others; Places team agenda before personnel agenda; Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position.
Planning & Organizing: Develops clear terms of reference and goals that are consistent with directive and objectives from programme/project managers; adjusts priorities as required; allocates appropriate amount of time and resources to confirm the compliance and completion of all technical developments; foresees risks and allow for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Education: An advanced university degree in knowledge management, environmental science, international relations or similar discipline.
Experiences: A minimum of 5 years professional experience handling multiple projects in the conceptualization, creation and management of information systems. Solid experience with web design/development and Internet technologies; Strong familiarity with project management techniques, tools, and software; Experience managing large or complex projects;
Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Fluency in French would be a plus.

In general terms, the incumbent will provide advisory and coordination services to support the outsourcing all web developments and knowledge management (KM) of the UNEP/DTIE outside of the UNEP portal and UNEPLive managed by UNEP’s headquarter.
· Workplan
Under the supervision of Robert Rodriguez, Chief Information technology unit, the consultant will provide advisory and coordination services to support the outsourcing all web developments and knowledge management (KM) of the UNEP/DTIE.
The consultant shall carry out the following activities:
- Coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan.
- Planning, scheduling, and managing projects to meet deadlines and quality standards.
- Identifying project risks and taking action to avoid.
- Estimate the resources and participants needed to achieve project goals.
- Assessing issues/problems, identifying needs, and suggesting and evaluating alternative solutions.
- Communicating with all relevant stakeholders (internal and external) to ensure they are appropriately informed.
- Maintaining issue, risk, and scope changes within projects.
- Coordinating with all stakeholders so that requirements are accurately captured, documented, and meet business needs.
- Review project objectives and oversee quality control throughout its life cycle
· Reporting lines
The consultant will act under the direct supervision of the chief of UNEP/DTIE information technology unit, Robert Rodriguez.
