The American Bar Association Rule of Law Initiative (ABA ROLI) is an international development program that promotes the rule of law by working with in-country partners to build sustainable institutions and societies that deliver justice, foster economic opportunity and ensure respect for human dignity. In collaboration with our in-country partners—including judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice, and human rights and civil society organizations—we design programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges. ABA ROLI has roughly 700 professional staff working in the United States and abroad, including a cadre of short- and long-term volunteers and legal specialists, who in fiscal year 2013 alone contributed $3.9 million in pro bono assistance.
Job Summary
The American Bar Association Rule of Law Initiative seeks a Short-Term Volunteer Legal Specialist for the Macedonia Defense Advocacy Program. This three-month engagement will be a full-time pro bono position based in Skopje, Macedonia, with occasional travel throughout the country. Legal Specialists receive stipends for lodging, meals, and health insurance, and are also covered by emergency medical evacuation insurance.
The Legal Specialist will implement technical assistance training to support Macedonian defense advocates and other justice sector actors during the Macedonian transition to a new criminal procedure code, which was implemented in December 2013. Program activities will include designing and implementing trial advocacy skills trainings on a variety of topics, and working with stakeholders to organize and implement mock trial exercises and roundtable sessions.
Responsibilities
- Develop and implement trainings on a variety of trial skills topics;
- Develop and implement training of trainers workshop and sustainability plan for curriculum;
- Facilitate a mock trial competition and roundtable meetings for stakeholders;
- Manage relations with donors, beneficiaries, and other stakeholders;
- Develop and implement long- and short-term strategies, work plans, and activities;
- Work with a team of two local staff;
- Conduct financial oversight; and
- Provide administrative, logistical, and financial support related to the program.
Qualifications
- Must have JD and criminal justice experience. Practice as a public defender is a plus;
- Prior experience implementing U.S. government technical assistance programs and training programs preferred;
- Prior experience running international programs in the field preferred;
- Experience or interest in program development preferred;
- Strong managerial, administrative, and communication skills required;
- Be willing to commit to 3 months of service; and
- Fluency in English required.
