· The overall objective of the project is to enhance response capabilities and promote inter-agency and regional cooperation in CBRN first response in the two sub-regions.
· The specific objective for the two sub-regions is to improve the preparedness and response capabilities in the participating countries to CBRN incidents by enhancing the capabilities to organise and execute table-top and field exercises, as well as train-the-trainers courses both at national and sub-regional level.
· Results to be achieved are the following:
1: Assessment of the current situation including the outcomes of some specific activities obtained in the already implemented CBRN CoE projects.
2: Development of guidelines and sharing of best practises on the CBRN incident response.
3: List of basic equipment for first responders and technical specifications.
4: Train-the-trainers and training activities on CBRN incident response for the countries in the Black Sea region.
5: Strengthening inter-agency cooperation at sub-regional levels.
6: Organisation of CBRN response exercises at national and sub-regional levels.
The Team Leader will manage the expert team and will have the following responsibilities:
· Coordinate the work of all experts on the project
· Supervise and coordinate all technical aspects of the contract
· Ensure good communication between all experts and stakeholders
· Ensure coordination and communication with the Contracting Authority
· Organise and oversee administrative and logistical support
· Coordinate daily activities of the project office
· Brief and de-brief experts
· Organise logistics for the exercises and training with the participating countries
· Organise study visits and meetings
· Ensure first level administrative control of the project's expenses, quality of the
outputs and timely delivery of reports
Qualification and skills
· University degree or equivalent, preferably in the science domain
· Proven organizational, communication and leadership skills
· Proven strong project management experience at national and international levels
· Proven communication and negotiation skills at international level
· Fluency in English is mandatory, both written and spoken. Knowledge of one of the
main languages spoken in the region is an asset
· Team management skills preferably with multi-disciplinary and multicultural team
· Ability to monitor the progress of contract-related activities and reporting
General professional experience
· At least 15 years of professional experience
Specific professional experience
· At least 7 years of experience in organizing medium to large-scale, technically complex projects, preferably in the CBRN security field
Contract duration: 36 months
Starting date: January 2015
