The Start Network is a consortium of 19 leading humanitarian NGOs (ActionAid, Action Against Hunger, Cafod, CARE, Christian Aid, Concern, Handicap International UK, Helpage, IMC, IRC, Islamic Relief, Muslim Aid, Oxfam, Plan, Relief International, Save the Children, Tearfund, World Vision and War Child). The members stand for the creation of a humanitarian sector that can meet the needs of crisis-affected people in a future of great uncertainty and complexity. They collaborate because the change that is demanded of contemporary humanitarian organisations cannot be achieved by NGOs working alone. Originally developed as the CBHA under a two-year DFID funded pilot, the Start Network is now understood as a platform for collaboration in three areas: Fund (new business models and financial mechanisms for crisis response by NGOs); Build (decentralised capacity strengthening); and Beta (evidence, enquiry, experimentation and learning). About the role

The Start Network will be a new type of organisation, with a lean central team and dispersed capacity embedded within the membership. The central team is responsible for managing, coordinating, facilitating, supporting, enabling and, when necessary, providing leadership for and on behalf of the Consortium. Governance and management of the Network are run through committees serviced by the central team which operates primarily as brokerage service.

As part of the central team, the Start Fund Officer will ensure the Start Fund grant processes are effectively and professionally run and in a way that enables the Start Network membership to engage with and own the systems being put in place. The post holder will join a small team in a complex, demanding, fast-paced and novel environment. Based in London, UK and reporting to the Start Fund Manager, the Start Fund Officer will function as an important bridge between member agencies and the Fund through Start Fund grant management. This will include acting as the first point of advice and support for country teams on Start Fund grants, processing crisis alerts managing data & information on the Start Network’s online shared information point (focussing on alert/activation/selection stages).

About you

You have previous experience of working in a humanitarian programme environment OR in more than one humanitarian context. You have a solid knowledge of institutional donors and/or grant management experience, as such you have in the past contributed to donors proposals (DFID, ECHO..) and reports. You have proven writing and numerical skills and experience in financial information systems, budget monitoring, editing of proposals and drafting of summary reports and briefing documents. You have excellent verbal and written communication skills in order to deal tactfully, with a wide range of people in a large network. You are a problem solver, and you know how to prioritize your tasks. Ideally, you have a previous experience or you have knowledge of at least some of the START Network member agencies' key sectors.
