The Emergency Shelter Advisors work as part of CARE International’s Emergency Shelter Team, which is hosted by CARE International UK’s (CIUK) Humanitarian and Emergencies Team, to support CARE International’s emergency shelter programming worldwide and ensure good disaster preparedness, high quality project proposals and design, effective project implementation, and high quality monitoring and evaluation of shelter projects.
CARE has a strong focus on gender in its emergency response programmes. As one of CARE’s technical specialists you will be a champion for gender sensitive and gender transformative programming and will have or will quickly develop a strong understanding gender & shelter in emergencies, as well as an understanding of how shelter is related to CARE’s other core response sectors of WASH, food security and sexual & reproductive health.
The role is primarily focused on supporting CARE’s Country Offices, including needs assessments, strategic and detailed technical advice, project design, proposal development, establishment and implementation of projects and monitoring and evaluation of programmes, all in accordance with the emergency shelter team’s key principles, which are:
Support to country offices will take the form of remote support or deployments ranging from a few days up to 6 months for major emergencies. The amount of time deployed will vary depending on on-going emergencies and CARE’s response to those.
Additionally the role will support development of CARE’s shelter policies and practices, knowledge management within CARE and learning and dissemination of learning between CARE’s various parts and the wider shelter sector.
The role will also contribute to fundraising for specific programmes and to support CARE’s technical expertise and capacity in emergency shelter, and in building the capacity of CARE and its members and offices to deliver high quality shelter programming.
You will have a thorough understanding of the humanitarian shelter sector, including preparedness, and a track record of successfully delivering appropriately designed emergency shelter and recovery programmes for natural and complex political emergency contexts. You will be able to contribute effectively to strategic planning as well as be able to deliver large & diverse programming in accordance with CARE International’s Shelter Team Strategy & principles. You will have a good understanding of the emergency shelter sector, the cluster system and of applicable standards, including SPHERE standards. You will be an excellent communicator with strong liaison, negotiation and relationship building skills, and demonstrate a high level of competence in capacity building and effective support for field staff in Country Offices.
The successful candidate will play a key role in achieving the emergency shelter team’s key objectives which form part of our strategy up to 2020:
- Strengthen CI’s capacity to respond to shelter needs both pre- and post-disaster, through close collaboration globally, regionally and at country level and the provision of high quality, timely and appropriate support.
- Promote throughout CI an understanding of the importance of shelter as an essential part of the immediate response and recovery process; promote an understanding of shelter as a holistic, complex and multifaceted process that embraces a multitude of different delivery options. In particular promote the equitable involvement of women and girls.
- Maintain and increase our active presence in international forums such as UK Shelter Forum and the Strategic Advisory Group of the Global Shelter Cluster, enhancing policy and strategy. In particular increase our contribution to the Global Shelter Cluster.
- Ensure thorough assessments, monitoring & evaluation, learning, and accountability practice in all shelter programmes and be a repository for learning.
