Background
Look at poverty differently and you’ll see grassroots entrepreneurs, full of energy and ideas. We help turn their skills and potential into jobs. They discover a way up and out of poverty. We’ve worked in 12 countries since 2004, generating 1.7 million jobs. We’ve created more than 80,000 community groups, trained more than a million people and helped them start more than a million businesses. We’ve also supplied $210 million in start-up loans. We work in four key stages. First we create community groups, mainly women, who support each other, save together and learn together. Then we train them to discover and develop small businesses that make use of their skills and potential. Next, we provide access to microloans and the support across the group ensures they are paid back. Finally, we help scale up members’ businesses and take them to bigger markets, which in turn benefit their families and communities. In countries where we are well established, we’ve also broadened our work to include civic information, education, environment and health initiatives.
Hand in Hand International is based just off Baker Street in central London. Our 14 UK staff work in close collaboration with our partners in the Hand in Hand network. Hand in Hand International provides strategic advice and program support to implementing Hand in Hand offices. We are also responsible for raising funds to help finance the work of the network, for negotiating agreements with donors and for monitoring and reporting back on performance and results.
Duties and responsibilities
The Monitoring and Evaluation (M&E) Manager will be responsible for
- Providing advice to the CEO and other colleagues on monitoring and evaluation systems and operations;
- Participating in conceptualizing and designing cost-effective, innovative and high-quality programs;
- Ensuring all proposals and project agreements contain adequate M&E arrangements;
- Monitoring operations, expenditures and progress towards targets for all projects or programs funded by Hand in Hand International;
- Participating as required in monitoring missions;
- Monitoring the sustainability of projects’ results;
- Keeping up-to-date with best practice in evaluations of similar programs, and of donor requirements;
- Contributing to lesson learning, knowledge exchange and identification of best practice across the Hand in Hand network;
- Identifying and circulating evaluation studies and other evaluation material of interest, and drawing out potential implications for the Hand in Hand network;
- Advising and supporting, as requested, M&E colleagues across the Hand in Hand network;
- Recommending as needed improvement of the Hand in Hand theory of change, and the underpinning logical framework.
Measurable outputs and performance indicators
- Development of core training materials on evaluation concepts, practice and tools for use by Hand in Hand offices;
- Harmonization of definitions and preparation of a Hand in Hand glossary;
- Drafting Terms of Reference (ToR) for, and management of, evaluations commissioned by Hand in Hand International;
- Advice and support to partners on program of evaluations and proposed ToR;
- Support project proposal writing with respect to logical frameworks, indicators and evaluation plans;
- Assist with the design and analysis of baseline surveys and case studies;
- Development of proposals to harmonize core documents such as strategic plans, monthly and annual reports, baseline survey checklists or pro forma, and case studies;
- Analysis of aggregate performance for the Hand in Hand network and its partners;
- Assistance in preparing annual project reports and reviews, including planning workshops;
- Assistance in preparing and updating strategic plans and annual work planning;
- Preparation of monthly, semi-annual and annual reports;
- Organisation and conducting of training on M&E/MIS for staff, in-house and for partners;
- Preparation and maintenance of relevant databases.

- Strong ICT skills, especially in using database software; proficient in Microsoft Office suite, particularly Microsoft Excel.

Required skills and experience
Education:
University degree preferably in economics or similar social sciences.
Experience:
- Strong demonstrable experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/governments;
- Preferably experience with implementation of community-level or micro-finance projects;
- Proven experience in designing tools and strategies for data collection, analysis and production of reports, e.g. drafting of ToRs for evaluations, baseline surveys, proposal writing, case studies;
- Interaction with MIS implementation and management;
- Experience in analyzing data and using statistical software.
Language Requirements:
Fluency in written and spoken English.
