World Vision Ireland, as part of a multi-partner consortium, is planning the implementation of a new 3-year programme in West Africa called EBODAC: Ebola vaccine Deployment, Acceptance & Compliance. This Programme is funded by Innovative Medicines Initiative (a partnership between the European Union and the European pharmaceutical industry, represented by the European Federation of Pharmaceutical Industries and Associations). The overall objective of this Programme is to develop a communication strategy, including the development of appropriate technology and tools, in order to maximise Ebola vaccination impact in the targeted population. It implies developing, testing and implementing all necessary activities and tools to ensure acceptance and compliance with the Ebola vaccination programme in Africa, both in support of the clinical trial (expected to begin May 2015) and in the broader vaccination programme beyond the clinical trial.

World Vision Ireland’s role will involve ensuring that all ethical, data privacy and regulatory requirements are understood and complied with in each country that the vaccine trial takes place in. Furthermore, World Vision will work with other consortium partners to develop the communication strategy to promote the vaccine deployment, acceptance and compliance and World Vision will be on the ground working closely with interested parties, including Ministries of Health, faith and community leaders. Supporting the development and deployment of a mobile phone application for the Ebola Vaccine trial and subsequent launch will also be a key component of World Vision’s role in the programme.

Contract Details

· Job Location: Based in Rathmines, Dublin, with frequent overseas travel

· Salary: Depending on Experience

· Contract Type: 3-year contract with 6 months probationary period, subject to Garda vetting

Key Responsibilities & Duties of the Programme Coordinator

Achievement of Programme Goals:

Ensure that the EBODAC Programme is cost effective and achieves planned time-bound results

· Regularly review progress with consortium partners, the programme team, local partners and communities, comparing progress towards each objective, ensuring that actions are context-appropriate and effective.

· Provide high level of technical support to staff and partners

· Facilitate close collaboration with Ministry of Health staff for joint action and sustainability

· Engage with relevant governmental and regulatory bodies to ensure understanding of and compliance with all ethical, data privacy and regulatory requirements

· Ensure that in all contexts a strong community participatory approach is engaged, with communities at the core of their planning, information management and evaluation processes.

· Manage Quality Assurance in all aspects of programme implementation.

Staffing:

Ensuring the programme is adequately and appropriately staffed and managed

· Support the recruitment process of Technical Managers in the countries of implementation

· Support the Technical Managers in the recruitment of their field-based facilitators

· Management and motivation of the Technical Managers and the Grant Finance Manager

· Set annual Performance Objectives for direct reports, monitor their performance and provide a written annual Performance Evaluation against objectives.

Financial Management:

Responsibility for the overall management and accountability of all programme finances

· Develop annual Programme budgets in collaboration with the Grant Finance Officer and field teams

· Review Budget vs Actual financial reports on a quarterly basis; act to correct any discrepancies

· Ensure grant compliance – to include the organisation of compliance workshops and engagement with National Office audit procedures

· Organise and ensure timely submission of financial reports to the consortium partners/donor

· Monitor under and over-spending and adjust programming expenditures accordingly

Coordination and Representation:

Represent World Vision Ireland and the EBODAC Programme within Ireland, partner countries and throughout the World Vision global partnership

Coordinating and managing the relationship between World Vision Ireland and the EBODAC Consortium Partners

· Organise and ensure timely submission of Programme narrative reports to the consortium partners/donor

· Ensure an integrated programming approach across the countries of implementation

· Represent and network with other NGOs, national government agencies and regulatory bodies, particularly Ministry of Health and major donors.

· Collaborate and network within the organisation i.e. with World Vision Health teams, Regional and National level specialists in health and ICT4D and with advocacy staff in order to access support, provide information for lobbying and to share learnings with colleagues.

· External communication ability and experience required.

Qualifications and Skills:

· Health/development professional with strong policy/advocacy and community health background. Masters in Public Health or equivalent preferred.

· Proven results in community health programming, behaviour change communication, experience in Mobile Health programming preferable

· Proven experience in managing multi-country grants and motivating diverse teams across challenging contexts and possible insecure environments.

· Experience in managing EU grants preferred.

· At least 7 years experience in coordinating, implementing and managing grant-funded health programmes in developing countries. Experience of working closely with Ministries of Health and regulatory bodies.

· Experience in supervising health/programme staff; ability to support and build staff capacity

· Excellent oral and written communication skills

· Strong networking skills; ability to liaise and interact with programme stakeholders at all levels

· Fluency in English; French desirable
