Program officer - Humanitarian Programs 32 hours/week, for the period till 31 December 2015.
Location: The Hague, with regular travel for short term assignments

Oxfam Novib is a leading Dutch humanitarian and development organization. Oxfam Novib works with over 800 partner organizations in 26 countries and regions in Africa, Asia, the Middle East, and globally. Oxfam Novib’s work in, with and around humanitarian crisis and rehabilitation after and during crisis is based on our belief that people have a right to a life with dignity, and if the right is endangered, to protection and assistance. Oxfam Novib is member of the Oxfam International Humanitarian Consortium: a group of 5 Oxfam’s that is mandated to lead and coordinate and develop Oxfam International policy and program implementation around the right to life and security. In the Netherlands Oxfam Novib is e.a. member of Foundation SHO, a body of Dutch humanitarian organizations to co-ordinate fundraising, the Dutch Platform Humanitarian Action and Partos, the branche organization for development and humanitarian organizations and works closely with other Dutch NGO’s and actors working in the field of conflict transformation.
In its humanitarian programs Oxfam Novib supports and works together with partner organizations and is directly and operationally involved in media, advocacy and co-ordination work and in leading joint Oxfam humanitarian responses.
Within Oxfam Novib, the regional bureaus/field offices are responsible for managing humanitarian programs. The Humanitarian Bureau is responsible for quality assurance, coherence and co-ordination and for overall humanitarian policy and capacity development.
The Humanitarian Bureau is also responsible for the implementation and management of the number of externally funded humanitarian response programs. Both Oxfam Novib and Oxfam International are in a process of change, which includes changes in how we organize our humanitarian work.
Because of the job change of one of our colleagues, Oxfam Novib’s Humanitarian Bureau is looking for candidates for the function of Program Officer – Humanitarian Programs with a focus for the period till December 31, 2015.
The position is based in The Hague, but will require travel and stay in countries with humanitarian programs.
Main tasks:
- To deal with humanitarian programme related issues (contract management, reporting, monitoring, risk management);
- To represent Oxfam Novib in SHO emergency coordinators group and other networks;
- To assist Oxfam Novib bureaus and field offices in humanitarian planning (contingency & preparedness planning, actual programming, implementation and reporting);
- To assist and build capacity of partners in contingency & other aspects of planning, programming and implementation;
- To contribute to developing proposals for back donor funding and be involved in all aspects of contract management;
- To coordinate the Rapid Deployment Team (8 humanitarian specialists) and provide support, induction, recruitment, etc. as required;
- To manage the planning of deployments (80% deployment target) and ensure clear ToR in coordination with the Country Office;
- To profile RDT expertise, lessons learnt, share information and updates;
- To contribute to the overall activities of the Humanitarian Bureau.
Requirements:
- At least 4 years field experience with international and/or national civil society actors in humanitarian responses and humanitarian preparedness planning;
- Experience with obtaining external funding, managing donor contracts and relationships, delivering on obligations and a good awareness of donor requirements and priorities;
- Experience with coordination of people and teams;
- Experience with project leadership and coordination;
- Academic or higher education degree Analytical skills around political, societal and organizational dynamics;
- Demonstrabl**e** high-level communication skills and proficiency (in writing and narrative) in Dutch, & English. French is added value;
- Coaching skills, problem solving skills, listening skills;
- Networking skills and cultural sensitivity;
- Training experience;
- Willingness and ability to be deployed and work for short time periods in crisis regions;
- Understanding of gender mainstreaming and conflict sensitivity;
- Team player, with good self management competencies, in particular the initiative and ability to work proactively to achieve concrete results.
We offer You earn a minimum of € 2.639,- and a maximum of € 4.061 gross per month on the basis of a 36-hour week.
