Summary:
The WRAP Ukraine Program Director will oversee IRD’s OFDA-funded non-food item (NFI) distribution program in Eastern Ukraine. Based out of Kiev, the program director will be responsible for all aspects of project operations, including hiring local staff, ensuring logistics and procurement systems are in place for distribution NFIs and in kind assistance, renting office/warehouse space and vehicles as needed, ensuring the safety and security of IRD staff and assets, and monitoring distributions of NFIs to target beneficiaries. The program director will report directly to the Senior Program Officer in SGP who oversees the Crisis Response portfolio.
Essential Job Functions:
- Ensures compliance with donor procurement regulations, and with all local laws and regulations;
- Ensures proper documentation and recordkeeping for all procurement actions;
- Develops and maintains professional and productive relations with subcontractors, and appropriate government agencies at the local and provincial levels;
- Manages technical staff to ensure the project meets internal and external deadlines;
- Develops a detailed implementation plan and ensures completion of all activities;
- Submits regular reports and provides regular updates on the status of project implementation;
- Works with subcontractor(s) and IRD teams to prepare an annual implementation plan, and establish program deliverables, indicators of success and expected outputs and undertakes the necessary steps to ensure deliverables and targets are met in a timely and cost effective manner;
- Conducts quality control site inspections;
- Ensures all expatriate and local team members have the necessary equipment and support to conduct their tasks effectively and to meet all established program deliverables and outputs and ensure all equipment is inventoried, maintained, and accounted for;
- Ensures collaboration amongst various program sectors;
- Other duties as assigned.
Required Skills & Experience:
- Five to Eight years’ work experience with an INGO, UN Agency, or related organization focused on capacity building and/or emergency response. Demonstrated task management experience including representation/liaison, office set-up, staff recruitment, planning, troubleshooting, managing deliverables against a tight timeline, and project reporting are essential for this position;
- Demonstrated working knowledge of USAID and OFDA rules and regulations.
Preferred Skills & Experience:
- Master’s degree in international development, economics, or related field
- Working language skills in Russian or Ukrainian
- Prior experience working in Ukraine, Eastern Europe, or other unstable environments

Travel Requirements:
- Up to 50% in Ukraine
Physical Requirements:
- Normal Office Conditions (90%).
- Ability to wear up to 40lbs of body armor (10%)
