Turkey: Partner Programme Support Officer

General Description of the Programme:

GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in Idlib Governorate, in close coordination with local partners, delivering food, non-food and cash voucher programming to highly vulnerable populations, and has expanded programme sectors to include the provision of Water, Sanitation and Hygiene (WASH) to those most in need.

****General Description of the Role****

Working closely with the Partner’s NGOs, this role will support on the preparation of key documents such as beneficiaries’ lists, verification, distribution, monitoring and evaluation formats. A key part of the role will be coordinating the implementation of project in NGO partners areas with NGO Partner.

****Duties, objectives and competencies****

The post holder will be responsible for the following duties (taking into account that the security context might limit the extent to which these activities can be completed):

  • Direct line management of Partner Support Assistants (Community Liaison members)
  • Serve as the first point of contact and be GOAL’s primary actor in managing the relationship between GOAL and one or more partner organisation.
  • Review capacity needs and agree capacity development action plans with partner; deliver capacity building and training of partners directly and arrange for other in-house and externally facilitated training programmes.
  • Maintain professional connection/networking with local councils and community members in partners’ areas.
  • Work closely with Partner PM and technical Coordinators, immediately raising any areas of concern in relation to partners performance or project implementation so appropriate action can be taken.
  • Supporting partners with all reporting requirements, including narrative and financial reporting.
  • Check all financial paper work provided by the partner and compare them to programme activities and deliverables
  • Facilitate logistic arrangements to partners’ areas. Liaise with colleagues in the partners’ areas in Syria to ensure effective beneficiary selection, verification, distribution, monitoring and evaluation, and further improve information flow between partners’ areas and Goal team in both Syria and Antakya.
  • Review and conduct a desk verification on all documents/ forms received by the partners.
  • Maintain all relevant documentations, M&E Formatting and assisting Goal in conducting surveys/studies in partners’ areas.
  • General administrative and coordination duties.
  • Any other task requested by line manager.

****Requirements****

  • Bachelors degree in subject relevant to position (social science, information management, project management etc).
  • 1-2 years’ humanitarian/emergency work experience.
  • Experience in a coordination/administration role.
  • Flexible about working long hours and under pressure, meeting deadlines.
  • Ability to work independently and to manage a high work load.
  • Good communication skills (written, spoken), demonstrable writing skills in English and Arabic
  • Very good computer skills (Word, Excel)
  • Ability and willingness to travel extensively to the field (up to 30%), sometimes under difficult and insecure circumstances and stay overnight in programme areas.
