The Syrian conflict is having a devastating and lasting impact on Syria and across the region. Initially peaceful protests that erupted in Syria in March 2011 against the Government of Bashar al-Assad have turned into an internal armed conflict. With the conflict entering its fourth year, the needs of the affected populations for assistance, including 9.3 million people inside the country and more than 2.7 million refugees plus their overstretched host communities in neighbouring countries, are of an unprecedented scale.

The EU joint Programme has been developed in order to respond quickly to the needs of the Syrian population in a way that is conducive to local governance, early recovery and stabilization, by directly engaging with reliable partners inside Syria to deliver basic services to the population.

In the framework of this Programme, Expertise France ( formerly FEI) and GIZ want to recruit an M&E Advisor. (*see ToR attached*)

Duration of the projectt : (40) Mission days in Gaziantep (Turkey) and 20 days for travel, preparation and reporting

Beginning of the mission : February 2d, 2015Profile :

  • Degree in Social/Political Sciences, Community development, Development Studies, Geography
  • At least 5 years experiences as a M&E advisor/trainer in emergency and development contexts
  • Solid operational knowledge of qualitative and quantitative data collection methodologies
  • High level analytical skills
  • Training experience
  • Excellent writing and reporting skills
  • Experience with office applications, especially GIS (also training experience)
  • Good knowledge and understanding of IHL and humanitarian principles, SPHERE, Code of Conduct, gender mainstreaming
  • Strong English skills (oral and written), Arabic, French or German would be assets
  • Extensive experience in communicating research and learning in an emergency context
  • Experience setting up remote monitoring mechanisms would be an asset
  • Capable and willing to work in a high level of diversity (culture, language, ethnic identity, religion)
  • Good sense of Humor

Experts must be independent and free from conflicts of interest in the responsibilities they take on.
