Project Description:

The five-year, USAID-funded project entitled RESPOND: Improving HIV/AIDS services among Key Populations in Ukraineis led by PACT and supported with technical assistance from FHI 360. The Project will build sustainable capacity of Ukrainian organizations, public and civil society, to improve the quality of HIV/AIDS services for key populations via technical assistance and capacity development.The overarching goal of the “Improving HIV/AIDS Services for Most At-Risk Populations (MARPs) in Ukraine” Project is to assist the Government of Ukraine in reducing levels of HIV transmission among MARPs and their sexual partners by improving the continuum of HIV prevention, care, treatment, and other supporting services delivered by local organizations. Working through Ukraine’s three Global Fund principal recipients (GF PRs), the project provides technical assistance to national and local Ukrainian institutions to improve MARP’s access and use of quality HIV/AIDS services, with a focus on HIV prevention.

Job Summary / Responsibilities:

The Project Director will be responsible for the overall field-based programmatic and technical leadership and quality implementation of the HIV/AIDS technical component of this program in Ukraine.

  • Serve as FHI 360’s senior representative for the project in Ukraine and key point of contact with FHI360 headquarters.
  • Monitor and provide oversight over all in-country activities, workplanning, reporting and communications with the prime.
  • Provide technical direction and quality assurance for the design and delivery of all HIV/AIDS service-related activities.
  • Guide the team of approximately 8 professionals in work planning, budgeting, implementation and reporting.
  • Ensure adherence to timelines, submission of deliverables and production of quality products and services.
  • In coordination with PACT-Ukraine senior management, represent the project (technical HIV/AIDS component) with donor, partners and other key stakeholders.
  • Encourage and facilitate integration of FHI 360 with Pact staff and ensure collaboration across all activities for a “one project” approach

Qualifications:

  • Bachelor's Degree or its international equivalent, Master's degree in health or social sciences, or a related advanced degree relevant to the field of public health or business or public administration strongly preferred
  • 10+ years progressive experience in managing and implementing national, HIV projects in developing or middle income countries, preferably in Ukraine.
  • Leadership experience with USAID projects, preferably PEPFAR projects in at least one country other than Ukraine, ideally in the region.
  • Demonstrated senior project management experience including strategic planning, financial and contractual.
  • Leadership experience with other USAID funding programs.
  • Demonstrated understanding of HIV/AIDS prevention, care and treatment activities and programming, with a focus on most at risk populations including sex workers, injecting and other drug users, men who have sex with men, prison populations and at risk youth and adolescents.
  • Sensitivity to cultural diversity and understanding of the political and ethical issues surrounding MARPs and HIV/AIDS in assigned areas.
  • Written and spoken proficiency in Russian or Ukrainian and English preferred.
  • Strong verbal and written communication skills.
  • Ability to work independently with initiative to manage a high volume of work flow, with appropriate delegate and staff management.
  • Experienced and established reputation in the field of HIV/AIDS services.
  • Proficiency with activities, theories, methods and technology in the field of HIV/AIDS services.
  • Demonstrated flexibility, adaptability and the ability to perform and collaborate under challenging conditions.
  • Ability to train and develop capacity in regional and country-level staff.
  • Experience working on in Ukraine and/ or Eastern Europe/ Central Asia preferred.
  • Ability to travel within country or region and internationally if needed.
