GOAL is an international humanitarian agency established in 1977 and currently operational in 15 countries world-wide. GOAL has an annual budget of approximately US $ 100 million and is supported by a range of donors including the Irish Government, UK Government, USAID and the European Union.

General Description of the Role

The primary function of the SHA is in a management role to provide surge strategic and operational capacity to crisis response programmes in new and pre-existing GOAL country programmes and to ensure appropriate preparedness strategies are in place at a global and country level to mitigate against the impact of humanitarian crises. As part of GOAL’s Humanitarian Department the SHA will act as a first responder.

Main Objectives of the Position:

To support the effective planning, design, management and monitoring of GOAL’s humanitarian programmes; specifically:

  • Respond to chronic or sudden onset humanitarian crises; contribute to GOAL’s response as required on sectoral assessments, programme and budget development, programme implementation and external coordination.
  • Travel to GOAL’s current and protracted humanitarian programmes in a learning and support function.
  • Ensure that crisis response programme planning and implementation is in line with GOAL’s standards, ensuring donor compliance and accountability to beneficiaries, donors and other stakeholders.
  • Gap fill for vacant humanitarian field managerial positions.
  • Contribute towards the capacity building of response team and humanitarian country programme staff.
  • Provide technical guidance on humanitarian programme approaches, undertaking as required research and development of internal policy and guidelines.
  • Support relevant Country Programme and Desk Officers through reviewing and providing feedback on humanitarian programme proposals and reports (interim and final) prior to submission to donors.
  • External coordination in the UK, including actively engaging with appropriate NGO and Humanitarian networks.
  • Undertake from time to time certain other tasks relating to GOAL activities as requested, including support to broader initiatives within the GOAL’s Business Development Unit.

Personal specifications:

  • Seven year’s overseas experience in implementing humanitarian programmes;
  • Experience supporting proposal development and internal and external reporting;
  • Experience engaging with Cluster coordination systems;
  • Experience of Contingency Planning;
  • Experience working with Complaints and Response Mechanism and in relation to Stakeholder Information;
  • Experience of negotiation and working with local partners;
  • Evidence of good interpersonal and communication skill;
  • Budgetary and financial management skills;
  • Proven ability to work as part of a team and under pressure; and
  • Fluency in English and ideally in either French or Arabic.
