France: A roving Project Manager for “Beneficiaries’ Data Management”- DAU - Handicap International

Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to:

  • Emergency livelihoods : Essential Household Items (EHI)/Non-food items (NFI) kits distribution and/or cash transfer programs
  • Management and distribution of humanitarian assistance (logistics platform) : land transportation, storage, post-shipment of essential items or food supplies;
  • Camp management (provision of aid to refugees and internally displaced persons – IDPs, setting up of transitional shelters) and arrangement of the voluntary repatriation of these people;
  • Water, Sanitation and Hygiene (WaSH) : access to drinking water (catchment – treatment – storage – distribution), to sanitation (latrine construction, waste management …) and hygiene promotion (disease vector control, awareness-raising on good WASH practice, hygiene kits distribution);
  • Shelter and community construction: emergency shelter and settlement, accessible community infrastructure and individual transitional shelters construction/rehabilitation;
  • Functional and physical rehabilitation (rehabilitation, provision of technical aids, of Prosthetics & Orthotics devices …);
  • Psychosocial support (one-on-one sessions, support/focus groups, therapeutic mediation groups …);
  • Inclusion and accessibility (advocacy and direct actions) to ensure the needs of persons excluded from services, and in particular the needs of persons with disabilities (PwDs) or persons with injuries (PwIs), are better addressed in the provision of humanitarian assistance.

Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:

CONTEXT

In October of 2014, the Emergency Response Division will deploy its new software in the field. The software will provide for the collection and follow-up of beneficiaries’ data, with regards to the projects. One part of this task includes the collection of the data through mobile-data, with tablet computers. The software is called “iDATA”, it was developed by a service provider through a five-month project. For this deployment, Handicap International is looking for a project manager to follow up and carry out this phase, including in the field.

The expatriate will be positioned under the supervision of the Emergency Technical Unit coordinator, at the Emergency Response Division of Handicap International. Her/his mission will include:

RESPONSABILITIES & TASKS

  • Be the iDATA focal point during the deployment phase:

o Insure coordination between the field teams and the headquarters, on the deployment of iDATA in the field.

o Manage the iDATA platform.

o Be a focal point with the services provider, to coordinate and report on difficulties encountered by the field teams on the necessary adjustments, and supervise the transfer of necessary documents for the deployment.

o Organize and follow up on the deployment of iDATA in the field.

  • Understanding and analyzing the projects of the mission: in close collaboration with the field teams and the operational and technical teams at headquarter level.

o Gain good knowledge of the content of each project within the mission (proposal and logical framework)

o For each project, identify the tools used for data collection pertaining to the beneficiaries, and insure the coherence and suitability of these tools with the indicators used for follow-up.

o Evaluate which data to transfer from the older data collection system (Excel) to the newer collection system (iDATA).

  • Adjusting the tools used for data collection*:**in close collaboration with the field teams and the operational and technical teams at headquarter level.*

o Propose necessary modifications pertaining to data collection and follow-up tools.

o Approve these modifications at field-level and headquarter-level.

  • Configuring the iDATA data collection forms: in close collaboration with the field teams and the operational and technical teams at headquarter level.

o When necessary, transfer the data collection tools into the iDATA software, by producing online iDATA forms corresponding to the needs identified for each project.

o Test the forms produced in this manner, in order to assess their relevance to the needs identified for each project, and in order to assess the feasibility and suitability of the data collected on computer tablets for each project.

o Approve the iDATA forms at field and headquarter level.

  • Training a co-worker to supervise and use the iDATA system.

o For each mission, identify a project data manager, who will be able to follow up on the implementation of the iDATA system.

o Train this manager to the configuration and upkeep of the iDATA system: form setup, uploading, training field teams, and data extraction.

o Train this manager on how to share his knowledge with the field teams and supervise those teams with regards to the iDATA system.

  • Testing the new iDATA system of data management on the projects: in close collaboration with the data manager.

o Train one or two teams for each project on the use of the iDATA system.

o Set up and follow up on a test phase for each project.

o Adjust the data collection forms, taking into account the results of the test phase. Verify the suitability of the iDATA system with the internal and external follow up tools of the project.

o Approve the test phase at field level and headquarter level.

  • Implanting the iDATA system of data management in each project:

o With the help of the field team, insure the configuration of the whole of the data collection tools to guarantee their suitability with regards to iDATA. These include fixed tools (desktop) and mobile tools (laptops/ computer tablets).

o For each project, train selected teams to use the iDATA system.

o Determine the permissions levels for each position within the field teams.

o With the help of the services provider, supervise - when necessary – the migration of data from the older system (Excel) to the newer system (iDATA).

o For each project, check up on the teams’ ability to extract data pertaining to internal and external indicators.

  • Reporting :

o At the end of the mission, draft a detailed report on the installation of the iDATA project. In this report, it is expected to highlight the difficulties encountered, the adjustments that were implemented or that are still needed, and the points of interest for the follow-up at field level.

  • Follow-up and monitoring :

o Insure a remote monitoring of proper functioning of the system and the proper use of the system by the field teams.

o Participate to the extraction of data for the project reports in coordination with the headquarters.

IDEAL CANDIDATE:

  • A minimum of two years experience in the management of humanitarian projects is strongly desired.
  • At least one year of experience in the field of data management pertaining to humanitarian projects.
  • Educational proficiencies, as well as good writing skills are strongly appreciated.
  • Solid background in the field of computer science:

Excellent capacity to understand and analyze the users’ needs (with regards to the computing tools)

Ability to use website management tools

An excellent knowledge of Excel (VBA proficiencies are a plus)

At ease with computer hardware (especially laptops and computer tablets)

Any knowledge of operating systems (Windows, Android); databases; Web 2.0, are a strong plus

  • Speaking English and French is a plus
  • Sense of humor.

CONDITIONS OF EMPLOYMENT:

The job is based in Lyon. The candidate must however expect to spend most of his time in the field, where she/he will be hosted in collective housing by Handicap International.

  • Status : Fixed-term contract as an expatriate, starting at a monthly gross salary of 2050 Euros + a monthly expatriate allowance of 457 Euros.
  • Health cover: Medical coverage (Caisse des Français à l’Etranger + Complementary health insurance) + Repatriation insurance.
