Turkey: Water Expert for the SRTF Management Unit in Gaziantep

****Background:****

The Syria Recovery Trust Fund (SRTF) is a multi-donor trust fund that was established in September 2013 to finance recovery and rehabilitation activities aimed at alleviating the suffering of the Syrian people affected by the conflict.

The governance structure of the Fund consists of a Steering Board that defines overall Fund strategic direction and policies, a Management Committee that decide on funding proposals and a robust Management Unit (MU), responsible for running of the Fund from initiation, vetting and submission of project proposals, procurement on behalf of some Syrian Implementing Entities some, to subsequent monitoring of progress and reporting of results and outcomes. The MU is currently registered in Turkey as SRTF Management A.S. (Syria Inc.) A Director General (DG) and a Chief Operating Officer (COO) lead the MU.

In September 2013, GOPA Consultants have been assigned with the operation of the SRTF-Management Unit (MU), located in Gaziantep, Turkey.

The MU is now searching for a “Water Expert” with good skills in Arabic and English language. Former professional experience in Syria is highly appreciated.

Key Responsibilities

  1. To provide sector expertise in her/ his respective field of expertise;
  2. To assist in the assessment needs and design criteria of eligibility for project proposals;
  3. To assist the government counterpart in the appraisal of project proposals;
  4. To train local implementing partners in designing, preparing and assess counterparts in capacity development programs and projects;
  5. To monitor approved project proposals in the forthcoming finance window and report to the Programme Section Head / the Team Leader on corresponding challenges;
  6. Identify project opportunities
  7. Create project opportunities through communication with different stakeholders, conference organizations, etc.;
  8. Screening of project opportunities;
  9. Understand requirements and specifications for water projects;
  10. Provide technical assistance to local water specialists in proposal development and other related issues.

Specific responsibilities

  1. Assess actual needs for emergency and rehabilitation measures in the field of water and sanitation in Syria based on coming information;
  2. Provide draft overview for discussion with the management team;
  3. Identify criteria for evaluation, prioritization and budgeting of the projects in WATSAN sector;
  4. Review and evaluate incoming requests and project proposals for emergency and rehabilitation measures in water sector;
  5. Collaborate with all other department (finance department, procurement department, office support team, conflict assessment and other subject matters experts);
  6. Participate at meetings with stakeholders and representatives of implementing agencies;
  7. Presentation of technical proposals to MU staff;
  8. Identify technical criteria for tender evaluations;
  9. Respond to contractor questions;
  10. Identification of products , service, technology potential suppliers;
  11. Identification of potential partners, suppliers, contractors (in cooperation with the procurement section);
  12. Supervise the implementation of projects (through field coordinators);
  13. Assist in annual budget plan for water sector;
  14. Execute any other task required by the team leader.

****Minimum qualifications:****

  • Professional education as water engineer, civil engineer, hydrologist or comparable qualification;
  • At least 10 years of experience in designing and managing programs and projects in the field of water supply and sanitation;
  • Experience in capacity and risk assessment of potential implementing partners on site;
  • Good knowledge of project cycle management in development cooperation;
  • Knowledge of and experience in project evaluation techniques;
  • Familiarity with the socioeconomic context of Syria and/or neighboring countries;
  • Ability and readiness to work in an off-capital environment on the Turkish-Syrian border;
  • Fluency in spoken and written English;
  • At least working knowledge of Arabic.
