Policy and research is vital to ensuring long-term change in communities around the world. The Policy & Research team at Islamic Relief works with beneficiaries, field offices and partner organisations around the world to provide sound research, up-to-date analysis and clear guidance on a range of issues, such as: • Climate Change and Food Security • Human Development and Poverty • Child Protection • Islamic Microfinance • Conflict Transformation • Gender • Faith Perspectives • Influencing the UN Development Goals

PROJECT BACKROUND

Islamic Relief (IR) is committed to empowering marginalised people so that they can articulate their rights and fulfil their needs. In accordance with the prophetic example of speaking out against injustice, IR focuses its advocacy work on campaigning for positive and social change through:

  • Developing advocacy campaigns and implementing them across the Islamic Relief family, working with other NGOs where relevant
  • Building dynamic advocacy links and partnerships between communities globally
  • Influencing change on behalf of the poor by raising awareness and creating greater momentum amongst Islamic Relief’s supporters and communities
  • Generating influencing and strengthening global thinking on relief and development from an Islamic and faith-based perspective.

The Advocacy and Campaigns team is currently planning the development of the campaign where a strategy will be produced by mid-2015. Currently, consultations are being carried out with relevant stakeholders.

An integral part of ensuring efficient messaging of the domestic violence part of the campaign will be policy briefings exploring the topic of domestic violence.

The Domestic Violence policy briefings will support the global GBV campaign by outlining the various Islamic perspectives on each of the issues in order to guide IR to produce positions and engagements mechanisms to combat domestic violence in Muslim communities.

OBJECTIVES

The consultant will; • research and author Islamic Relief’s Domestic Violence policy briefing paper. S/he will work in consultation with relevant stakeholders - Islamic Relief staff (which includes but is not limited to: Global Advocacy and Campaigns Coordinator, Gender Advisor, Head of Policy and Strategy), Islamic Relief Sharia Advisory Committee, Islamic organisations working on domestic violence internationally and relevant partner and field offices. • examine the dynamics of domestic violence in Muslim communities at a global, national and regional level – making specific references to IR operational areas. • will produce a policy briefing which will explore the current discourses and various scholarly opinions around domestic violence including evidence based findings of the prohibition of harm to one’s family in Islam.

The Domestic Violence policy briefing will be the leading document which outlines IR’s position on domestic violence across the entire IR family - which will be integrated into IR’s programme work and contribute to the messages of the GBV campaign and wider advocacy around violence against women and girls.

SCOPE

The scope of work involves researching and authoring the policy briefing paper. Islamic Relief reserves the right to extend or limit the terms of reference of commissioned policy briefing paper according to arising needs and revisions required. The internal consultation and operationalisation of the policy briefing paper falls out the consultancy remit.

DELIVERABLES

  1. The consultant will produce a policy briefing between 5-8 pages (maximum 10) which will be based on results from the research and responsibilities as listed above plus plus a report of evidence base that underpins the briefing.
  2. A draft document to be produced by 7th December 2014.

? Explore the issue of domestic violence within Muslim communities ? Research, analyse and assess the most common Islamic justification used to commit acts of domestic violence - Verse 4:34 in the Quraan. ? Analyse and assess the various interpretations around the relationship between husband and wife and the treatment of women in Islam. ? Explore the issue of violence against women and girls in Islam– specifically looking at Quranic verses and interpretations. ? Have an understanding and awareness of successful campaigns and projects combating domestic violence ? Have an in-depth understanding of the Prophetic traditions and Quranic verses around marriages, men, women and children. ? Research and analyse the various Islamic scholarly opinions related to domestic violence. ? Research the effects of domestic violence on women, men, boys and girls. ? Explore programmatic approaches to tackling domestic violence in communities from different geographical regions. ? Research and explore the justifications by those committing acts of violence ? Consultations with relevant Islamic Relief Staff (Global Advocacy and Campaigns Coordinator, Gender Advisor) throughout the entire project to ensure briefings meet required standards. ? Participating in the planning of scholar consultation(s) when and where necessary ? Consultation with Islamic scholars when and where necessary

PROJECT OUTPUT

Policy briefing paper on Domestic Violence is to usher IR’s programmatic and advocacy work around this issue. It is necessary for Islamic Relief to take an informed position with regards to this sensitive topic. Also, this paper will inform and contribute to gender training module and support gender integration across HQ and Field Offices.

CONSULTANCY CONTRACT

This will be for an initial period of a two months contract commencing from 3rd November 2014 to 31st December 2014, the selected candidate is expected to work from home. The consultant will report directly into ‘Strategy, Policy and Process Department’s PPA Manager.

The terms upon which the consultant will be engaged are as per the consultancy agreement. The invoice is to be submitted at the end of the month and will be paid on net payment terms 28 days.

The applicant will need to provide all equipment required to undertake the necessary tasks and this must include a suitable laptop and a phone.

All potential applicants must fill in the table beneath in Appendix 1 to help collate key data pertaining to this tender. The applicant must be clear about other expenses being claimed in relation to this consultancy and these must be specified clearly.

A copy of the terms of reference is available upon request though all the data contained within the TOR has been included in this tender document, a copy of the consultancy contract is also available on request. The successful applicant will be required to sign two copies of the consultancy contract and retain a copy for his/her perusal and the second copy to be submitted (must be signed) to Islamic Relief Worldwide within 48 hours of receipt.

For this consultancy all applicants are required to submit a covering letter with their CV.

All applicants must have a valid visa or a permit to work in the UK.
