ORGANIZATIONAL SETTING

The Department of Global Initiatives drives IDLO’s program strategy and development. Located in IDLO’s Branch Office in the Netherlands, the Director of the Department is accredited as IDLO’s Representative to the government of the Netherlands.

Working closely with other Programs and entities in IDLO, the Department plays a key role in encouraging new program initiatives, and implementing global and thematic programs. It coordinates the design of program strategies and promotes program development efforts throughout the organization, supporting cross-functional teams to coalesce around initiatives and projects, using the principles of matrix management and an environment of shared resources.

Based in the Branch Office, The Hague, the Department builds collaborative relationships with donors, partner organizations and other external stakeholders in the Netherlands and coordinates resources for the purposes of identifying emerging opportunities.

THE POSITION

Under the general supervision of the Director-General, the Director, Global Initiatives is responsible for the following duties:

Program Development, Planning, Coordination and Implementation

· In coordination with the Director, Programs and Director, Research & Learning, lead Global and innovative program development initiatives within the framework of IDLO’s overall strategy, goals, and objectives;

· Lead and support the development of program strategies so as to identify innovative opportunities and establish focused approaches to program design and impact;

· Oversee the Program Development Unit, building it as a shared resource for the whole organization and ensuring it operates as a client-service focused entity; Ensure that all project proposals are of high-quality and follow a controlled submission process;

· In close collaboration with the Director, Programs, support program delivery by implementing emerging projects and/or coordinating a smooth and seamless handover to the Programs Department or relevant country office;

· Oversee the implementation of global and thematic programs, ensuring appropriate coordination with the Department of Programs and the relevant Regional Managers;

· Collaborate with the Research & Learning Department in managing IDLO’s in-house specialists across various thematic topics and ensure their integration into program development, implementation, research, impact assessment, and thought leadership activities;

IDLO Representative in the Netherlands

· As the accredited Representative of IDLO to the Netherlands, maintain IDLO's relations with the Dutch Government and Netherlands-based institutions, seeking advice and coordinating as appropriate, with the relevant entities in IDLO, and reporting comprehensively to the Director-General;

· Support the Director-General in activities to strengthen diplomatic, donor and government relations with a view to enhancing political and financial support for IDLO in the Netherlands;

· In collaboration with the Department of External Relations, initiate and manage activities in the Netherlands to support IDLO’s public advocacy strategy and enhance IDLO’s image and stakeholder relations in the Netherlands;

· In collaboration with the Chief Operating Officer, manage the office in The Hague as an essential resource for the benefit of IDLO as a whole, and to further the goals of IDLO’s mandate and the objectives its Global Plan;

General

· Serve as a member of the IDLO Management Committee and contribute to shaping and defining the Organization’s vision, strategy, and key initiatives;

· Develop an annual program of work and budget for the Department;

· Effectively lead staff; encourage initiative and maintain effective working relationships within a multi-cultural setting.

IDEAL CANDIDATE PROFILE

We seek a passionate, strategic leader committed to IDLO’s mission and to the rule of law. The successful candidate will be a results-driven leader who has proven skills in growing and managing successful programs in the rule of law and/or development sector and in leading organizational change.

A compelling, transparent communicator, the Director, Global Initiatives will think strategically and creatively. S/he will work to further enhance IDLO’s reputation as a learning organization, a center for excellence, and as a partner of choice. This leader will be able to successfully focus both internally and externally to drive program development and delivery as well as support resource mobilization.

As a mentor to staff and as a member of the Senior Management Team, s/he will move quickly to establish respect, credibility, and trust with the Director-General, and external stakeholders, including governments, donors, and other partners.

The Director, Global Initiatives will have strong international development credentials, demonstrated commitment to the rule of law, and be highly networked to drive resource mobilization as well as international program development and expansion. The successful candidate will have the necessary gravitas to work with bilateral donors, partners, and stakeholders at a senior level and strengthen IDLO’s profile and representation at high-level for a.

Because IDLO is a global intergovernmental organization undergoing rapid growth, the ideal candidate will be able to thrive in a fast-paced, demanding, and entrepreneurial environment. S/he must be self-motivated, flexible, and continually seek new / evolving opportunities. Ideal candidate will have field and headquarters experience, as well as extensive knowledge of intergovernmental organizations and bilateral and multilateral donors.

MINIMUM QUALIFICATION

The candidate should have a minimum of 15 years of professional work experience in relevant positions of increasing scope and responsibility. S/he must possess excellent people’s skills, integrity, credibility, and a deep commitment to IDLO’s mission. Substantial experience in an international NGO or inter-governmental organization, the United Nations, or multi-lateral / bilateral aid organizations is essential.

An advanced degree in law, development, international relations, business, or a related field is required. Fluency in English is essential. A working knowledge of other French and/or Spanish is highly desirable.

COMPENSATION AND BENEFITS

IDLO offers an internationally competitive remuneration package, plus other admissible allowances such as education, housing, relocation and home leave. The compensation is net of tax. IDLO offers competitive remuneration and benefit package: subsidized health insurance coverage including life insurance, medical and dental through Vanbreda International to the staff member and all eligible dependents. Eligible staff member is also entitled to IDLO Provident Fund where IDLO contributes 14% of the staff member’s base salary.
