The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. The ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. The ODIHR’s assistance projects and other activities are implemented in participating States in accordance with the ODIHR’s mandate.
The objective of the Migration/Freedom of Movement Unit is to assist OSCE participating States in meeting their international commitments in the fields of migration, freedom of movement and choice of place of residence, treatment of migrant workers and citizens of other participating States. The ODIHR offers expertise to participating States, upon request, for the development and implementation of legal and regulatory frameworks for population registration that respect the right to freedom of movement and free choice of place of residence. Aiming to raise awareness of the OSCE commitments relating to freedom of movement and human contacts among citizens of participating States, the ODIHR also promotes good practices in facilitating cross-border mobility, including the implementation of visa application procedures that facilitate freer cross-border travel and respect individual rights and freedoms.
Tasks and Responsibilities:
Under the overall supervision of the Deputy Head of Democratization Department, the incumbent performs the following functions:
- Developing and implementing the freedom of movement and human contacts portfolio of activities within the Democratization Department’s migration/freedom of movement programme, including monitoring and evaluating freedom of movement/human contacts projects and activities;
- Monitoring and analysing public policy, legislation and practices in OSCE participating States related to freedom of movement and human contacts;
- Undertaking desk research and fact-finding missions, preparing analyses of OSCE participating States’ compliance with OSCE commitments on freedom of movement and human contacts and developing areas for co-operation with partner organizations and joint implementation with appropriate international organizations and civil society actors;
- Making proposals to the Department’s senior management on areas where improvements/remedial action is required on freedom of movement and human contacts policies, legislation and practices;
- Preparing substantive input for and following-up on OSCE Human Dimension meetings and other ODIHR meetings on issues related to freedom of movement and human contacts;
- Preparing substantive input with recommendations on policy action to analytical reports, taskings, briefings and compiling background information on freedom of movement issues and Department programmatic activities;
- Networking and maintaining contacts with partner organizations, migration/freedom of movement experts and population registration experts for the purpose of implementation of the migration/freedom of movement programme and to develop new areas for co-operation;
- Serving as the ODIHR Democratization Department contact point for requests to the ODIHR on the implementation of OSCE commitments on migration and freedom of movement;
- Representing the ODIHR Democratization Department at international conferences, co-ordination meetings of international organizations and other events on the issues related to the migration/freedom of movement portfolio;
- Performing other related duties as assigned.
Necessary Qualifications :
* University degree in political science, international relations, law, human rights law, public policy or a related field;
- A minimum of six years of professional experience in a government, international organization or NGO, including at least three years on migration/freedom of movement issues, ideally in a country in transition to democracy;
- Demonstrated knowledge of the freedom of movement situation in OSCE participating States;
- Previous experience in a national authority responsible for entry/exit regulations such as a migration service, and/or expert knowledge of visa policies is an asset;
- Experience in relation to developing and/or reforming population registration systems including their use for the compilation of voter lists and the issuance of travel documents;
- Demonstrated and extensive experience in programme development and project management;
- Excellent analytical, and research skills;
- Knowledge and/or work experience in a field operation of an international organization, including the OSCE, is an asset;
- Knowledge of and work experience in the regions of Eastern Europe, Caucasus and Central Asia;
- Strong presentation skills and ability to interact effectively with high-level officials on freedom of movement, cross-border people to people contacts and other human dimension issues;
- Excellent written and oral communication skills in English; knowledge of other OSCE working languages, particularly Russian, is desirable;
- Ability to establish and maintain effective working relations with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Remuneration Package :
Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 4,900 (single rate) and approximately EUR 5,300 (dependency rate). OSCE salaries are exempt from taxation in Poland.
Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
