In support of our continuing organisational growth and focus on programme impact, GOAL is seeking exceptional leaders and talented professionals with vision, drive and proven ability to effect change in the world’s most challenging environments.
The Regional Director must understand the big picture; developing and driving a clear strategy while being attentive to individual programme needs and constraints. S/he is a skilled communicator, able to develop and utilize strong relationships with staff, partners and donors and inspires others to take action. S/he must be resolute in achieving regional goals while maintaining an ability to adapt and respond to emergencies that arise, and must ensure that mechanisms are in place to enable such response. Supporting the Director of International programmes, s/he will also work closely with the Programme Quality Advisor, the Director of Business Development and other members of the Senior Management team, to establish strategies and ensure implementation that is in line with organisational strategy and policy.
The Regional Director position is a new role in GOAL and a specific focus for incumbents will be ensuring the successful embedding of this role as an essential support and management function for fields and senior management.

GENERAL POSITION SUMMARY:

The Regional Director is a senior organisational manager providing significant leadership, direction and support to the development and management of GOAL’s programmes and initiatives in the Region. Reporting to the Director of International Programmes, the Regional Director will have responsibility and management of all country programme operations within his/her region and will directly manage the Country Directors and country programmes teams and desk officers in /for that region. He/she will ensure all country programme operations are of the highest quality and standards and result in desired impact. The Regional Director will be expected to travel at least 35% to all countries within the portfolio.

ESSENTIAL JOB FUNCTIONS:

Strategy and Vision
• Articulate a compelling vision for the region and support country programmes in setting country strategies.
• Through the Director of International Programmes, support the Senior Management Team on matters pertaining to overall agency strategy, planning, budgeting, programming and management.
• Assist with the preparation of an annual agency strategic plan and budget for country programme operations and oversee the administration of plans and budgets in the region, throughout the fiscal year.
• Coordinate and oversee the management of country level strategic planning, development, implementation, monitoring, evaluation, and administration of humanitarian assistance and development programmes.
• Manage and coordinate the preparation of relief and development concept papers, proposals and other funding requests. Strategically position GOAL for new opportunities in the region. With HQ and country-level leaders, identify and develop new programming.

Programme Operations and Management
• Manage all programme implementation and staff in the region and ensure consistency of impact
• Ensure on-time, on-budget, on-target programme implementation, provide trouble-shooting and guidance on issue management per GOAL’s standard processes and approaches.
• Work with Desk Officers, the Technical Support Unit, MEAL team, and Programme Quality Advisor to promote continuous quality improvement of field programmes.
• Create an environment conducive to innovative programming.
• Working with specific focal points in Head Office and the field, promote the development and implementation of internal programme coordination and information sharing within and between regions to promote organizational learning.
• Working with specific focal points in Head Office, support country leadership in developing and implementing programme and operations policies and procedures according to internal and donor policies.
• Ensure and oversee effective human, material, financial and operational field support systems for all country programmes. This includes regular and timely communication with, and travel to, country offices.
• In the event of a major disaster in a given region, work and/or liaise with GOAL’s Humanitarian Unit.
• Oversee the management and resolution of audit findings, risk register action points and mitigations, and technical recommendations to country programmes.
• Ensure security systems and processes are in place and maintained and liaise directly with the Global Security Advisor and Director of International Programmes on the management of in-country/region security.
• Ensure timely and targeted communication and information flow to all internal and external parties.
• Support Country Directors to develop strong and effective country programmes and operations to achieve country, regional and organisational goals.

Team Management
• Directly manage Country Directors within the region and support them and their staff to develop and maintain effective teams.
• Encourage, support and facilitate a culture of national and international staff development, retention and growth within the organisation.
• Working closely with the Human Resource dept. in HQ, be responsible for the recruitment, selection, orientation and training of GOAL programme teams within the region.
• Collaborate with the Human Resource Dept. in HQ to ensure sound performance management and field access to high quality learning opportunities, with a special emphasis on national staff development.
• Support the development of systems to ensure that HQ and field staff supporting the regional programme are trained and properly oriented in GOAL’s systems, procedures and protocols.
• Directly manage and mentor desk officers for the region to enable effective support to field programmes

Representation
• Acting as the primary conduit for key management issues, represent country programmes at Head Office and in other GOAL fora, and represent Head Office Senior Management to Country programmes.
• Represent GOAL and specific country programmes regionally to donors, other International actors and stakeholders.
• Within the framework of GOAL’s advocacy strategy, policy and agreed country and regional priorities represent the organisation and country programmes in regional advocacy initiatives /fora.
• Within the framework of GOAL’s media /PR strategy, policy and agreed country and regional priorities represent the organisation and country programmes in regional media /fora.
• Working with the HQ fundraising team, support key public and corporate fundraising initiatives and priorities with country programmes and across regional stakeholders and events/fora.

GOAL team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Reporting to: Director of International Programmes, GOAL HQ

Works with: Works closely with the Programme Quality Advisor, Director of New Business, Heads of Field finance, HR, Fundraising, Logistics, and with other Regional Directors.
Direct Line
Management of: Country Directors throughout the Region; and a HQ based Regional Support (Desk) Team.

KNOWLEDGE AND EXPERIENCE:
• MA/S or equivalent in international development, political or social science management or other relevant field.
• 6 - 8 years’ field experience in senior programme management, i.e. Country and/or Regional Director.
• 8 – 10 years’ programme operations experience including direct “hands-on” skills in programme development, strategic planning, programme implementation and evaluation;
• 8 – 10 years’ team management experience, i.e. staff supervision, mentoring, and development; training; team building; finance and administration; donor relations; and inter/intra-agency communications. Fluency in language(s) widely spoken in assigned region an advantage.
• Demonstrated understanding of the critical development issues in the assigned region and significant experience with the challenges of operating programmes in the region.
• Demonstrated proficiency and experience with US, EC, UK, UN and other public and private donors, government grant and financial management requirements.
• Demonstrated proficiency in successful private sector engagement.
• Exceptional programme and project conceptualisation and design skills.
• Successful and proven negotiation, communication, organisation, and prioritisation skills and experience.
• Additional and expanded overseas’ experience and language ability is preferred.
