Job Title: Logistics Officer
Reporting to: Logistics Manager
Job Location: Dublin with travel to the field
Length: 12 months

General Description
The Logistics Officer is responsible for supporting and liaising with the logistics function in a number of assigned countries where GOAL is operational. The role involves detailed review and analysis of country reporting and ensuring compliance with GOAL’s processes and systems including; procurement, assets, stocks, fleet and insurance.
Key Responsibilities
Field Support – act as a daily support to each country logistics department and follow up on queries as they arise. Advise where possible and/or refer to the Head of Logistics in Dublin.
Reporting – ensure timely country reporting. Analyse and review any issues with the in-country logistics teams arising from these reports; monitor/implement recommended improvements.
Procurement – ensure that the Logistics Manual guidelines and compliance requirements have been strictly adhered to/review high value contracts. Assist country teams with the procurement of supplies and services that cannot be sourced locally or are sourced through HQ framework agreements.
Compliance – understanding GOAL and donor requirements. Support and advise the Operations, Finance & Compliance teams to ensure that these are strictly adhered to by field and Dublin offices.
Asset Management – support countries in reviewing assets value, depreciation, disposal and analysis of usage. Monitor security of assets and required insurance policies.
Fleet Management – support and review the in country logistic teams in all aspects of fleet procurement, administrative reporting requirements, spare parts and fuel utilisation.
Cross category communication – Operations and Finance teams; support the operations team with new project proposals providing technical logistics support.
Training – attend, deliver or source suitable training based on gaps within the logistics team.
Roving logistics team – draft TORs for the field trips of GOAL’s roving team. Discuss with countries and roving team and provide full briefing package to the roving team prior to trips. Follow up with countries on any action points resulting from roving trips.
Recruitment – assist Head of Logistics as required with technical interviews for international logistics placements.Briefing and induction of outgoing international staff with regard to GOAL logistics policies and in-country issues.
Emergency preparedness and response – remain up to date on GOAL logistics procedures and participate actively in implementing these whenever an emergency occurs, i.e. preparing and shipping of the emergency kit.
Travel to the field during in the initial phase of an emergency
Other - undertake other tasks relating to GOAL activities as required.

Required
Degree in Logistics, Engineering, Business or related field.
Previous experience in logistics, preferably within the Humanitarian sector.
Proven administrative skills and the ability to work to deadlines.
Good analytical capabilities.
Good overall computer skills (MS Office).
Demonstrable team building skills. Effective communicator with ability to engage and support GOAL’s teams in the field and across functions in head office.
Willingness to travel to the field in the initial phase of an emergency.
Preferred; basic knowledge of institutional donor requirements.
