General Description of the Programme:
GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working directly in Idlib Governorate, and in Hama and Aleppo in collaboration with local partners, delivering food; non-food; water, sanitation and hygiene; and cash based programming to highly vulnerable populations. GOAL has recently expanded its focus to include agricultural and market-based livelihood programming.
Reporting to the Food Security and Livelihoods (FSL) Coordinator, the Senior FSL Officer will provide comprehensive support to the department with a focus on technical input and programme design; developing and implementing departmental systems focused on engendering efficiency gains; admin responsibilities; and facilitating more effective communication between GOAL’s Antakya based and field offices amongst others.
The role will be based in Antakya, Turkey, but involve routine travel to northern Idleb, Syria.
****Expected Behaviour****
- Technical support
- Working with the FSL Coordinator in Antakya, provide quality technical input into GOAL’s food and livelihoods programmes.
- Support programme planning, design, development, documentation, evaluation, etc. ensuring GOAL’s programmes are as effective and efficient as possible.
- Travel to the Harem on a regular basis to provide technical input and support to the field Programme Managers.
- Systems support and admin
- Working with the FSL Coordinator and national Programme Managers to facilitate effective system planning and design, for example weekly work / distribution plans; stock management and reorder systems; etc. Monitor the implementation of all departmental systems, stress testing systems and troubleshooting issues as they arise from Antakya and in the field.
- Ensure compliance to GOAL’s donor regulations, for instance managing the receipt and filing of assistance receipt forms and beneficiary lists, processing of complaints, etc.
- Undertake other admin tasks as required such as contract and data management.
- Communications
- Support enhanced communications between Management in Antakya and Harem through:
- Frequent field trips which allows more effective reporting of issues and priorities;
- Daily voice/video contact with the field teams;
- Receipt, analysis and upward transmission of daily reports.

- Human Resources:
- Support the recruitment and retention of qualified national staff members;
- Work with Harem and Antakya HR departments to design and deliver capacity development programmes for departmental staff;
- Liaise with GOAL’s partnership team as required, providing technical input for GOAL team members and partner agency staff.
- Represent GOAL externally as required.
- Any other task as requested by your line manager.
****Requirements****
- Minimum of three to five years’ work experience in the private or public sector in the fields of agriculture, logistics or project management, or relevant NGO experience.
- Demonstrated experience in project cycle management.
- Demonstrated capability in capacity building.
- Demonstrated skills in information management and administration.
- Excellent attention to detail.
- Excellent communication and interpersonal skills.
- Excellent English and Arabic language skills (spoken and written).
- Excellent IT skills, including strong knowledge of MS Office applications
- Flexibility required with an ability to adapt to sudden changes of priorities and to work under pressure.
- Willingness to work in northern Syria at least one week a month.
- Willingness to take responsibility for personal security and adhere to GOAL’s security guidelines.
****Desirable:****
- Previous experience of food distribution, cash based and livelihoods programming. Understanding of donor compliance
