Full-time logistics assistant and driver for Project Implementation Unit in Chisinau, Moldova for the “Reform of Mental Health Services in Moldova” Project
Project Description:
The Swiss Agency for Development and Cooperation (SDC) has contracted the Consortium led by the Netherlands Institute of Mental Health and Addiction (Trimbos Institute) to implement the project “Support to the Reform of Mental Health Services in Moldova" (2014-2018). The overall goal of the project is to support the mental health system reform in Moldova with revised legal and regulatory framework and financial mechanisms, built on the model of community-based mental health services that will be developed, tested and implemented in 4 districts. The envisaged impact is the improvement of wellbeing of mental health service users through equitable access to effective mental health services at community level, closer to their homes. The project pursues three primary objectives: provide access to community-based mental health services (primary care, community-based care, acute inpatient mental health services in district hospitals), improve intersectoral cooperation in the implementation of the new model of community-based care, and create an enabling environment for mental health service users to exercise their rights through advocacy and awareness raising activities. The personnel structure of the PIU will include: 1 local project manager; 3 senior advisors, 1 communications and anti-stigma advisor, 1 chief accountant, 1 administrative assistant, 1 translator/interpreter and 1 driver/logistics assistant.
The candidate will be responsible to the project manager.
Requirements
Under the guidance and supervision of the local project manager at the PIU, the Driver and Logistics Assistant will provide reliable and safe driving services to PIU staff and consortium members and other high-ranking guests and visitors, ensuring highest standards of discretion and integrity, and sense of responsibility. The candidate also demonstrates a client-oriented approach, courtesy, tact and ability to work with people of different national and cultural backgrounds.
Summary of Key Functions:
- Provision of reliable and secure driving services
- Proper use of vehicle and ensure day to day maintenance of the PIU vehicle
- Day-to-day maintenance of the assigned vehicle
- Availability of documents/ supplies
Duties and responsibilities
- Ensures the transport of the project team and relevant materials to locations where project activities will take place;
- Transports PIU staff and visitors as required in the PIU vehicle;
- Ensures yearly technical maintenance of the car, including technical inspection and preventive testing of the vehicle’s performance;
- Complete travel mileage logs;
- Providing logistical support to the project team, working in particular with the project assistant;
- Maintain a harmonious and pleasant atmosphere in the car;
- Performed other logistics-related tasks linked to this project at the request of the project leader or project manager.
Qualifications
Work Experience
Driving license category B, minimum five years of experience and a clean driving record
Languages: Romanian, conversational English and Russian would be considered an asset.
Skills: Awareness of the responsibilities of a driver and logistics assistant, excellent interpersonal skills, ability to work in a team, maintains confidentiality.

Agen?ia Elve?iana pentru Dezvoltare ?i Cooperare (SDC) a contractat Consor?iul condus de Institutul Olandez de sanatate mintala si Toxicomanie (Trimbos Institute) pentru a implementa proiectul "Suport pentru Reforma serviciilor de sanatate mintala din Moldova" (2014-2018). Scopul general al proiectului este de a sprijini reforma sistemului de sanatate mintala din Republica Moldova cu cadrul legal ?i de reglementare revizuit ?i mecanisme financiare, construit pe modelul de servicii de sanatate mintala, bazate pe comunitate, care vor fi dezvoltate, testate ?i implementate în 4 raioane. impactul preconizat este îmbunata?irea bunastarii de utilizatori de servicii de sanatate mintala prin accesul echitabil la servicii eficiente de sanatate mintala la nivel de comunitate, mai aproape de casele lor proiectul urmare?te trei obiective principale:. ofera acces la serviciile comunitare de sanatate mintala (asistenta primara, comunitate de îngrijire pe baza, servicii de acute de spitalizare de sanatate mintala în spitalele raionale), îmbunata?irea cooperarii intersectoriale în punerea în aplicare a noului model de ingrijire bazate pe comunitate, ?i de a crea un mediu favorabil pentru utilizatorii de servicii de sanatate mintala sa î?i exercite drepturile prin advocacy ?i activita?i de sensibilizare . Structura de personal preliminare a PIU va include: 1 manager de proiect local, 3 consilieri tehnici de conducere, un consilier de comunicare, 1 contabil, 1 asistent de birou, un translator ?i un ?ofer / logistica asistent.

RESPONSABILITATI PRINCIPALE:
Responsabilitati specifice:
- Asigura transportarea echipei de proiect ?i materialelor la locul de desfasurare a activitatilor preconizate în cadrul proiectului
- Asigura între?inerea tehnica a automobilului, inclusiv indeplinirea reviziei tehnice anuale ?i testarilor profilactice a automobilului.
- Completeaza fi?ele de parcurs ?i prezinta lunar contabilului un raport de activitate, de evidenta a tichetelor de combustibil
- Ofera support echipei de proiect, în mod special asistentului administrative în realizarea activita?ilor din cadrul proiectului
- Men?ine o atmosfera armonioasa si placuta în automobil.
- Executarea ?i a altor obligatiuni adiacente legate de implementarea proiectului, la cererea Coordonatorului de proiect sau a Managerului de proiect.
Calificari necesare:
Studii: Permis de conducere categoria B.
Experienta de munca: 5 anii, fara incidente/evenimente rutiere.
Limbi vorbite: Romana si rusa; engleza elementara.
Cunostinte si abilitati: cunoasterea responsabilitatilor SF, Abilitati foarte bune de comunicare interpersonala. Abilitati de lucru in echipa. Confidentialitate
