The Financial Management & Administration Centre (FMAC) in UNICEF Supply Division, Copenhagen is seeking a dedicated:

Accounting Specialist, P-3

(Temporary Appointment for 12 months)

PURPOSE OF THE ASSIGNMENT:

Under the general supervision of the Accounting Manager, Financial Management & Administration Centre, the Accounting Specialist is responsible for managing and supervising the daily operation of the Invoice Certification Unit (ICU), and is accountable for ensuring that Supply Division invoice certification processes and tasks are timely, accurate and are in line UNICEF Financial Rules and Regulations as well as IPSAS (International Public Sector Accounting Standards).

The Accounting Specialist recommends system and process changes and improvements of processes; creates the revised work flows and documents the revised work processes accordingly; coordinates and communicates the implementation of revised work processes.

BACKGROUND:

The Invoice Certification Unit performs invoice certification control processes for payment of supply, freight and services invoices of approximately $2 billion per year.

Duties and Responsibilities:

• Develops, documents and implements new business processes, facilitates business process outsourcing, recommends optimising and streamlining of the existing procedures and processes in relation to business process transfer to shared-services centre

• Evaluates operational accounting controls and recommends changes in financial system (e.g. SAP modules) and procedures in relation to business process transfer to shared-services centre

• Provides training and guidance to staff as needed

• Responsible for troubleshooting of various problems, issues, coordinate resolutions in consultation with relevant colleagues, as applicable

• Provides authoritative interpretation and advice on the handling of and accounting for unusual, difficult and complex accounting and invoice certification issues

• Ensures all financial reporting deadlines applicable to his/her area of responsibility are met

• Supervises the day-to-day operations of the Invoice Certification Unit

• Establishes performance goals and objectives ; monitors and advises on the progress to enhance the professional development of staff under his/her responsibility

• In charge of audit related queries in area of his/her responsibility

• Any other duties as requested by the Accounting Manager

QUALIFICATIONS AND COMPETENCIES:

Education:

Advanced university degree in Accounting, Business Administration, Financial Management, or other related discipline.

Qualified accountant (CPA/CIMA/ACCA/ACA/CIMA or equivalent); or 5 years hands-on accounting experience.

Certificate in project management is an advantage.

Work Experience & Technical Competencies:

Five years (three of which international) of relevant professional work experience in the areas of accounting, accounting project management, month-end closing processes, financial and/or management reporting, financial risk analysis, including supervisory experience.

Proven experience in the area of shared-services and/or business process outsourcing of which at least 2 projects in the domain of shared-services and/or outsourcing linked to finance as a consultant, operational manager, service delivery manager, project manager or process owner. Practical experience with the full lifecycle of functional optimization and/or shared-services programs.

Languages:

Fluency in English. Knowledge of other UN working languages would be an asset, preferably French.

4) Skills and knowledge

• Advanced proficiency in MS Office (including Excel, Word and Power Point), good computer skills, including internet navigation.

• Proven ability to plan, document and set up new processes

• A strong understanding of financial systems including the interaction between different ledgers and workflow optimisation

• Advanced knowledge of general ledger and accounting principles

• Ability to extract from quantitative and qualitative data information, trend analysis

• Demonstrated ability to deliver high quality, accurate work within tight deadlines

• Proven problem solver with the ability to resolve unique situations where no previously established policies and procedures exist

• Advanced working knowledge of month-end, year-end reporting processes

• Advanced working knowledge of accounting principles and standards, preferably IPSAS
