Background
Established in 1951, IOM is leading inter-governmental organization providing services to governments and migrants in the field of migration. With 146 member states and offices in more than 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for natural disasters under the 2005 IASC Humanitarian Reform.
Under the direct supervision of the Global Camp Coordination and Camp Management (CCCM) Cluster Coordinator, the successful candidate is responsible for the provision of support to the overall geographic information system databases and activities in relation to the CCCM team’s global activities.
Core Functions / Responsibilities:
- Support the collation and analysis of data from the Displacement Tracking Matrix (DTM) being provided in a timely and efficient manner through the provision of appropriate GIS/mapping tools and products
- As part of remote support to missions, prepare and generate maps and other spatial information products for strategic planning and overview of global operations, and maintain geospatial datasets and atlases for deployment of CCCM in IOM emergency operations.
- Provide input for geographic data and administrative divisions for various IOM databases for tracking population movements and displacement locations
- Assist global CCCM operations by contributing to the design, development and systematical maintenance of a relevant spatial data infrastructure to facilitate geo-processing of data collected through the DTM while ensuring data interoperability across all datasets.
- Support and provide technical and strategic inputs into ongoing information management initiatives and partnerships.
- Provide support to ensure the effective use of the designated information system, including GeoPortal, and mobile application tools to manage the implementation of information management mechanism.
- Support in the data collection processes, query, analysis and the overall data management activities to ensure the common spatial data standards and structures are applied and data are managed properly throughout the data management cycle.
- Advise colleagues, counterparts and external partners on the most appropriate tools and methods for preparation and presentation of any analysis and results stemming from assessments, CCCM, DTM and other related.
- Preparation of standard operating procedures (SOPs) on spatial data infrastructure and geodatabases developed to ensure sustainability.
- Perform such other duties as may be assigned.
Desirable Qualifications:
a) Advanced degree in information systems, geography, cartography or a related field with concentration in technology applications; b) proficiency of ArcGIS and Arc Map is essential (good working knowledge of 3D analyst, spatial analyst, geostatistic analyst, tracking analyst is desirable); c) substantial prior experience in geography, cartography, GIS and graphic design; d) knowledge of spatial analysis, geostatistic techniques and high level of proficiency in MS Office applications and databases; e) in-depth knowledge of the latest technological developments in Geographic Information System; f) preferably, relevant experience with UN agencies or INGO’s on relevant programs; g) understanding of GPS field data collection practices and the ability to train non-technical staff in field data collection techniques; h) ability to understand and integrate data into a GIS/Spatial environment; i) proficient cartographic (Map) design capability.
Languages
Fluency in English is required. Working knowledge of French and Spanish an advantage.
