Purpose of the Position

Under the general guidance of the Chief, the incumbent is responsible for planning, development and implementation of collaborative procurement strategies for transport, and communications equipment and services, emergency shelter materials, institutional contracts for admin services, Freight Forwarding and all other service contracts for Supply Division, including contract implementation and management, monitoring supplier performance, worldwide market research and long- term procurement planning in order to achieve the most cost-effective means of procurement.

Key Expected Results

  • Manages procurement of materials and services; including proposing method of purchase; LTA's, Regional Procurement, Direct Order, etc.

  • Investigate and analyze past and current purchasing collaboration for commodities in Project Support, and identify collaborative purchasing opportunities, barriers, successes, and problems.

  • Based on the above analysis, implement collaborative purchasing strategies for several commodities in Project Support purchasing group.

  • Conducts contracts management.

  • Ensure supplier compliance to LTA's and purchase order terms and conditions including KPI achievement.
  • Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, Supply Manual, and all other applicable procurement procedures.

  • Provides advice/guidance to requisitioning CO/RO concerning contractual conditions and supplier appraisals for purchasing of products/services.

  • Prepares and negotiates Memorandums of Understanding and obtains approvals.

  • Reviews material specifications and requirements and consults other UN agencies to ensure completeness and appropriateness.

  • In partnership with other centres evaluates suppliers with respect to delivery performance, product acceptability and commercial acceptability.

  • Performs as a liaison in communication with other centres and UN agencies regarding implementation of procurement cycle.

  • Establishes work plans and priorities, monitors achievements and evaluates performance of support staff.

  • Any other duties or assignments as requested by the supervisor including OIC, Chief Contracting duties.
  • Qualifications of Successful Candidate
  • Qualifications:
  • Advanced University degree in business administration, commerce or law or engineering field required.
  • Minimum of eight years of progressively responsible relevant work experience including with least three at the international level.
  • Experience in commercial activities with the public or private sector in developing and industrialized
    countries.
  • Experience with worldwide procurement of, transport, shelter and communications equipment, contract negotiations and administration, combined with broader economic knowledge.
  • Extensive experience with international procurement of complex services.
  • Fluency in English and another UN language.

Technical Knowledge:

a) Specific Technical Knowledge Required

  • Working knowledge of public procurement for goods and services.
  • Working knowledge of building cases to management and/or Contracts Review Committee for the approval of high value contracting process for goods and services.
  • Technical or product & service knowledge, market research/analysis required for Supply
    Management/Purchasing/Contracting.
  • Contracts and relationship management skills and expertise.
  • Working knowledge of ERP system especially Procurement/contracting modules.

b) Common Technical Knowledge Required

Knowledge of Public Procurement principles and policies.

Knowledge of procurement process from procurement planning, to execution of contract & management/administration, including procurement methods and tools/ best practice template.

Knowledge of establishing strategic, long term and sustainable procurement arrangements such as Long Term Arrangements.

Knowledge of general risk management in procurement, including risk analysis and evaluation techniques.

Knowledge of financial and legal implications in procurement process.

Gender equality and diversity awareness.

Strategic Framework for Partnerships and Collaborative relationships such as Memorandum of Understanding
