Vacancy for Full-time chief accountant for Project Implementation Unit in Chisinau, Moldova for the “Reform of Mental Health Services in Moldova” Project

The Swiss Agency for Development and Cooperation (SDC) has contracted the Consortium led by the Netherlands Institute of Mental Health and Addiction (Trimbos Institute) to implement the project “Support to the Reform of Mental Health Services in Moldova" (2014-2018). The overall goal of the project is to support the mental health system reform in Moldova with revised legal and regulatory framework and financial mechanisms, built on the model of community-based mental health services that will be developed, tested and implemented in 4 districts. The envisaged impact is the improvement of wellbeing of mental health service users through equitable access to effective mental health services at community level, closer to their homes. The project pursues three primary objectives: provide access to community-based mental health services (primary care, community-based care, acute inpatient mental health services in district hospitals), improve intersectoral cooperation in the implementation of the new model of community-based care, and create an enabling environment for mental health service users to exercise their rights through advocacy and awareness raising activities. The personnel structure of the PIU will include: 1 local project manager; 3 senior advisors, 1 communications and anti-stigma advisor, 1 chief accountant, 1 administrative assistant, 1 translator/interpreter and 1 driver/logistics assistant.

The accountant will be responsible for the accounting of the aforementioned project. The incumbent will be report to the project manager and project leader.

Specific responsibilities

The incumbent will:

  1. Ensure accounts related to the project are up to date, and in accordance with the law and donor requirements, as well as with the requirements of the consortium leader, The Trimbos Institute, in the Netherlands;
  2. Monitors budget implementation and prepare periodic financial reports for the Trimbos Institute and for the donor; adapt or adjust the budget in collaboration with the Trimbos Institute and the donor, as needed;
  3. Participates in carrying out tender procedures
  4. Supervises the process of developing fiscal reports, reports for the Social Funds, and for the bureau of statistics, according to legal requirements;
  5. Monitors and reports monthly on expenditures to ensure that they remain within authorized levels;
  6. Prepares relevant documentation with respect to budget performance submissions;
  7. Reviews and makes appropriate recommendations with respect to budget performance reports, analysing variances between approved budgets and actual expenditures;

Administrative responsibilities:

  1. Participate in planning, monitoring and coordinating project meetings;
  2. Provide budget specifications to the project manager, the project leader, or the donor as requested;
  3. Participates in the regular review of risks in the context of the project, and formulates proposal for adjusting the logframe of the project according to the emerging situation

Institutional responsibilities

  1. Act according to the project document and project budget, and the status of the project organisation.
  2. Respect the provision of the employment contract
  3. Respect the conditions of utilizing the equipment of utilizing the organization
  4. Ensures that information is stored appropriately and is secure
  5. Protects confidential information

Requirements

Education: A university degree in a finance-related area, preferably in accounting.

Work Experience: At least three years of relevant professional working experience

Languages ??spoken: Romanian, English, and some spoken knowledge of Russian.

Skills and Competencies

  • Proficient in using relevant computer software
  • Proven knowledge and experience with 1C software (i.e. through producing a certificate of training in the software)
  • Excellent interpersonal skills
  • Ability to carry out tasks independently with minimal supervision
  • Ability to work effectively in a team
  • Maintain confidentiality
  • · Excellent knowledge of local legislation
