Context:
Under the direct supervision of the IOM Kosovo Chief of Mission (CoM), the successful candidate will be responsible for the management of two EU funded projects currently being implemented by IOM Kosovo, namely the 'EU-Beautiful Kosovo Phase II - (EU-BK II)' and the
'Support to Micro, Small and Medium Enterprises in Kosovo - (MSMEs)' projects, including management of programmatic, administrative and financial aspects.
Core Functions / Responsibilities:
- Develop and administer both above mentioned EU funded projects. Develop, implement and monitor operational, administrative and financial aspects of the approved programmes.
- Locate and analyze specific programme related data, and prepare reports and analyses relevant to proposed projects as well as participate in the development and maintenance of projects' databases and other information management/reporting systems. Identify and develop specific programme components including selection of operational plans and approaches, identification of project partners, and monitoring and evaluation mechanisms.
- Identify new project opportunities consistent with approved programmes and ongoing activities as well as in line with future Mission and/or Regional strategies and plans, including carry out negotiations with potential donors. Review and adjust project proposals to ensure consistency with relevant priorities and programmes and with available resources. Formulate and submit developed proposals on the basis of technical and substantive input and in accordance with required format for final review and approval by relevant endorsing units, including submission of with approved proposals to Donors and preparation of agreements for approval.
- Contribute to the development of project/programme implementation strategies in close coordination with the CoM, Regional Director (RD), Relevant Units at the Regional Office in Vienna (RO), relevant IOM missions, governmental authorities and international and regional institutions as well as partners' organizations in public/private sector.
- Exchange information and develop and methods required for project formulation and implementation with Donors, Government Authorities at central and local level, implementing partners, project staff and relevant Headquarters units and/or Missions, and with donor if required.
- Monitor and expedite programme implementation through discussions and correspondence with project and technical staff, as well as with government authorities and project partners, and through field and project visits. Analyze project/programme reporting and advise accordingly about potentially required adjustments and emerging complementary opportunities; contribute to the development of new projects/programmes by maintaining thorough knowledge of donor priorities in the region.
- Prepare and ensure timely and quality preparation and submissions of all project/programme reports according to IOM and donor formats as required. Prepare regular updates, programme summaries, press releases and other relevant info materials and statistics, according to the specific project's needs.
- Provide financial, administrative and technical backstopping to projects. Serve as a liaison with Headquarters units and/or Missions and project partners, including central and local authorities and all other stakeholders. Identify, train and supervise project staff in accordance with IOM's procedures and regulations.
- Support the Public Information Department in the promotion and visibility of IOM activities in particular, but not limited to, the area of expertise. Oversee the organization of public events and specific actions to promote the projects according to the approved visibility plans as well as other mission's activities when requested.
- Undertake duty travel relating to project/programme assessment, liaison with counterparts, problem solving, and new project/programme development, as required.
- Supervise the preparation of technical documents and tender dossiers for all selected infrastructure projects and ensure a transparent tendering process in full respect of IOM Procurement Rules and Regulations. Coordinate and supervise the signature of relevant agreements with selected grantees, contractors and service providers, in accordance with IOM rules.
- Supervise and oversee the selection process of the target groups of both projects, including term unemployed beneficiaries and contractors to be enrolled in the infrastructure projects as well as micro, small and medium enterprises applying to the grant schemes, in close coordination with donors and relevant stakeholders such as the local employment centers, relevant ministries and organizations.
- Represent IOM at the Project Steering Committee meetings for both EU funded projects under implementation as well as at any other event and meeting with other International Organizations, Donors, Government Authorities at Central and Local level, private sector, civil society and any other relevant partner, as assigned by the CoM.
- Brief the CoM on a regular basis and seek advice on policy or other implementing issues, when necessary.

Required Qualifications and Experience
Education
· Master's university degree in Political Science, International Relations, Law, Economics, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
· University degree in the above field with seven years of relevant professional experience.
Experience
· Experience in an international organization in the field of development;
· Experience in the field of project development, management, implementation and evaluation, including monitoring and reporting;
· Proven experience in managing EU funded projects, in particular in the field of employment generation, infrastructure projects and economic development as well as knowledge of Donors' reporting procedures, formats and funding practice required as well as proven experience in preparing quality reports, in particular for EU funded projects;
· Experience in using PRISM as project management tool;
· Experience in working with vulnerable groups;
· Experience in liaising with Government Authorities, EU as well as National and International Organizations, Diplomatic Missions, NGO's and other partners;
· Sound knowledge of IOM Finance and Admin procedures, in particular financial, procurement and HR processes;
· Knowledge of and working experience in the region an advantage.
Languages
Fluency in English is required. Working knowledge of the regional language an advantage.
